Energy is limited,but the demand of the energy is endless.The institution show the conclusion of the study that in the case of the changeless energy policy,The total energy consumption will reach 5.4 billion tons of standard coal before 2020 and will reach 7 billion before 2030.The unreasonable use of the energy has brought serious environmental pollution problems.The cause of environmental problems is due to energy consumption,on the other hand,The unreasonable use of energy,resulting in increased environmental pollution problems,The unreasonable use of energy and the environmental pollution problems both can affect the economic development in our country.The extensive economic growth based on the high pollution,high energy consumption has led to increased environmental pollution and reinforced the contradiction between energy and environmental constraints.In addition,regional environmental regulation and regional total factor energy efficiency are unbalanced and uncoordinated.How to find the balance between environmental regulation and energy efficiency has become the focus of the recent research.China covers a wide area,there are significant spatial heterogeneity in the geographical conditions,resource endowments,natural environment,industrial structure,etc.between provinces.Such a situation means the energy policy in our country can not be generalized,we should consider the actual demand of the energy in the provinces,and make the flexible energy policy according to the special condition between the provinces in line with the premise of national energy law and policy.The research chooses the panel data of china from 2000 to 2015,in order to study the relationship between environmental regulation and energy efficiency,which exist spatial differences and time differences.From the above research background and purpose,the research first carries out a detailed comparative study of the Stochastic Frontier Analysis and the Data Envelopment Analysis,which are used to measure the efficiency,The results show that although the Stochastic Frontier Analysis is critical to the quality and the quantity of the data,also it is necessary to set the form of the function in advance,but the method that decomposed the error into stochastic factors and technical inefficiency,which can ensure the results of the energy efficiency more in line with objective facts and are easily explained.So,we choose the Stochastic Frontier Analysis which has separate the random error and the non-efficiency factors to finish the measure of the total factor energy efficiency.The results shows the energy efficiency in our country has slowed down in recent years,and the difference is obvious between the provinces.From the energy efficiency data,we see that the Beijing,Shanghai,Jiangsu,Guangdong energy efficiency is higher,and the Hainan,Guizhou,Qinghai,Ningxia,energy efficiency is significantly lower.From the geographical distribution point of view,Energy efficiency in the eastern region is generally high,central region followed,and western regional energy efficiency is generally low.After the measure of the total energy efficiency,the research calculation the regional environmental regulation composite index,we can see from the results that the environmental regulation level in our country has been significantly improved in resent years,Anhui,Jiangxi,Yunnan,Gansu,have a higher level of environmental regulation,Heilongjiang,Qinghai,Xinjiang shows a lower environmental regulation.So,there is a matching phenomenon in regional total factor energy efficiency and regional environmental regulation.Theresearch gives the theoretical proof that environmental regulation has a dual effect on energy efficiency,and then explores whether there is a threshold effect on the impact of environmental regulation on energy efficiency based on the threshold model,which shows the prove of the theory.We can see from the results that China is still in the primary stage of environmental regulation,The improvement of environmental regulation has inhibited the improvement of energy efficiency,the threshold effect was tested at a significance level of 0.05 in a short period of time,which proved that there is no simple linear relationship between environmental regulation and energy efficiency,In the early stage of environmental regulation,with the increase of environmental regulation level,the inhibition of energy efficiency is weakened by strong,When the intensity of environmental regulation exceeds a certain threshold,the limit of environmental regulation on energy efficiency has changed from weak to strong,Thus the significant threshold characteristics and spatial heterogeneity between the environmental regulation and the energy efficiency is proved.In addition,the results also show that the proportion of tertiary industry output increased,the proportion of coal consumption increased,the proportion of large state-owned enterprises increased,all can improved the energy efficiency,but the energy prices inhibit energy efficiency in a degree.
