"13th Five-Year" planning once again stressed the importance of energy saving and emission reduction,and proposed to improve energy efficiency.The improvement of energy efficiency not only saves resources,but also reduces the environmental pollution from the source.For the current China,one of the fundamental ways to achieve the goal of energy conservation and emission reduction is to improve energy efficiency.The total factor efficiency of energy utilization which is studied in this paper is essentially the ratio of the target value of energy consumption to the actual value of energy consumption.The government set the purpose of environmental regulation is to coordinate the relationship between economic development and environmental protection,so that the economic and environmental can both develop at the same time.What's more,the economic development is inseparable from the use of energy.So,from the theoretical analysis,there must be a certain relationship in the economy,energy and environment.What impact will the government environmental regulation have on the energy efficiency and ultimately,whether it will help to improve the energy efficiency?Under the premise of protecting the environment,how should the government to set up the ernvironmental regulations to improve energy efficiency?So as to achieve the goal of energy conservation and emission reduction as soon as possible.Based on this idea,this paper mainly studies the impact of government environmental regulation on China's total factor efficiency of energy utilization.This article uses factor analysis method to select 16 indicators from four aspects of environmental regulation system and construct comprehensive evaluation index system to measure the intensity of government environmental regulation in China from 2000 to 2015.Taking the factor comprehensive score as the data of government environmental regulation intensity.The results show that the intensity of China's government environmental regulations are gradually increasing.Based on the input-oriented DEA-BCC model,the energy input is calculated by using the input-output index data from 2000 to 2015,and the energy input is calculated by subtracting the total energy input from the total energy input,Finally,the annual total factor energy utilization efficiency of each province was calculated based on the ratio of the energy target input to the total energy input.Divided provinces by region,then through the parameters and non-parametric methods,analyze the regional differences of total factor energy efficiency.The results show that there are no regional differences in energy efficiency between eastern,central and western regions and between the three regions.Taking Chinese as the research object,the strength of government environmental regulation as an explanatory variable,total factor energy efficiency as an explanatory variable.Using the average value of energy efficiency of each province in 2000-2015 as the total factor efficiency of energy utilization value in China.Taking the industrial structure,technological innovation,energy prices and the level of economic openness as the control variables,and Introduced the lag effect of the intensity of government environmental regulation,then using them establish the Tobit regression model to study the impact of government environmental regulation on China's energy efficiency.The results show that government environmental regulation can promote the improvement of total factor efficiency of energy utilization in China,but there is a certain lag,that is the government environmental regulation promotes and inhibits the improvement of China's total factor efficiency of energy utilization.Among them,the current government environmental regulation significantly inhibited the improvement of energy efficiency,the government lags behind the three environmental regulations significantly promote the improvement of energy efficiency,the first lag and second lag of the government environmental regulation on energy efficiency does not affect significant.In addition,the improvement of technological innovation level,the increase of the level of opening up and the rise of energy prices both have a significant promotion effect on the improvement of the total factor efficiency of energy utilization.The increase in the proportion of the added value of the secondary industry to GDP will restrain the improvement of the utilization efficiency of total factor energy in China.Finally,according to the research results,the following policy recommendations are put forward:to formulate a reasonable government environmental regulation;to properly adjust the industrial structure;to increase the intensity of technological innovation;to reasonably control the price of energy;and to expand the level of opening to the outside world.
