A Study On Environmental Regulation Of Local Government And The Performance Of Industrial Pollution Control

The economy of our country has been rapidly developed,but a huge environmental cost were also paid.The growth pattern of industrial is extensive and results in the excessive consumption of resources and the deterioration of ecosystem.These have become one of the bottleneck of sustainable development in our country.With the development of our country,people'requirements are constantly improved in all aspects.The current ecological status already cannot satisfy the needs of people's life environment.Environmental quality of supply and demand imbalance.In recent years,serious environmental pollution in our country have brought many negative effects on people's production and living.The central government has gradually strengthened the environmental regulation and introduced a series of laws and policies to improve environmental quality actively,and the investment of environmental pollution control are also continuously increasing.But the real effect failed to achieve corresponding growth.The performance of pollution control is low.So how to further improve the effectiveness and efficiency of pollution control? As a powerful tool for government to protect environment,environmental regulation has played an important role in terms of emissions curbs.However,it needs huge cost.Under the background of economic development,we needs to solve the problem of resource allocation and efficiency,so as to minimize costs and set on the premise of environmental governance goal.As China's environmental regulation practices overall responsibility by local government under the control of central government,local governments play more important role than the central government in environmental governance.The execution ability if the local governments directly affect the effectiveness of pollution control,the study of the effectiveness of local governments environmental regulation can better explain the current problem of the low efficiency of environmental governance.This paper adopt non-desired output SE-SBM model to evaluate the environmental pollution control efficiency of all regions in China mainland of the past decades on the basis of theoretical analysis firstly,which revealed the dynamic and regional differences of the efficiency.And using the entropy method estimates the industrial pollution index of all provinces and cities,in order to examine industrial pollution degree and the governance effect.Then analyzing environmental regulation how to impact enterprise's pollution control.On this basis,evaluating the effectiveness of environmental regulation in the performance of industrial pollution control.Then this paper make theoretical and empirical analysis about the environmental characteristics of local government regulatory action under the competition,and bring the public participation into the framework to research the influence of non-governmental forces on local government environmental regulation behavior.The study found that there are big imbalances of the regional pollution control efficiency and can be described as “East high and West low” and the efficiency is low in general.Second,the intensity of industrial pollution shows dynamic characteristics significantly.There is “U” shaped relationship between discharge levy of industry proportion of GDP and pollution treatment efficiency,the legislation of environmental regulation failed to improve the efficiency significantly.The effect of environmental regulation on industrial pollution control is not obvious.There is interved-“U” shaped relationship between real GDP per capita and pollution control efficiency and industrial pollution index.The higher the proportion of gross industrial output value of the regional industrial pollution is more serious,governance efficiency is lower.The state-owned enterprises have positive effect on pollution control efficiency and the increase of urbanization has negative effect on efficiency of pollution control.The eastern can achiece environmentally friendly production technology and improve the efficiency of pollution control technology because of trade openness,but it has negative effect on the efficiency in.the central and western.Third,econometrics results showed that legislation,implementation and supervision of the local government laws are not only behavioral characteristics imitate of each other obviously,but also affected by past behaviors.Public participation plays a significant role in local governments' environmental regulation and supervision of the implementation.Forth,the main factors influencing local government-firm collusion are the following points: the cost of central government supervise and the probability of prove conspiracy,the probability of central government to supervise and collusion benefits of both sides.Based on these findings,we propose the following recommendations to the policy.First,accelerating the transformation of local government performance evaluation mechanism and put the environmental performance into the the local official's promotion evaluation system to promote the diversification of achievements assessment.Second,local governments should further strengthen the scientific environmental control legislation.Meanwhile,the government should improve the effectiveness of environmental enforcement,to further enhance the punishment of illegal enterprises,and make sure the law were executed.Third,improving the charging system further and optimizing the capital structure of industrial pollution control and increasing investment.Government can improve the pollution charges appropriately to encourage enterprises innovation independently.Increasing investment for industrial pollution regulation in accordance with the principle that “polluter pays” and increasing the proportion of self-financing appropriately.Fourth,strengthen the environmental awareness of the public and further improve laws and supporting measures about public's participation in environmental issues.Building a reasonable and effective external supervision mechanism,and strengthen the disclosure of the environmental information so as to provide with convenient and protection for publics who participate in environmental security protection.
