Study On Government Behavior Of Pollution Prevention And Control In Qinhuangdao Port

After the reform and opening up,China’s rapid economic development,the level of foreign trade increased significantly;especially in the party’s eighteen,General Secretary Xi Jinping proposed "The Belt and Road initiative will Chinese and world closely linked.Port is the key node and communication link for opening to the outside world,and it is also one of the most important strategic centers in China.The sustainable and healthy development of the port will become the key of economic development in the new era.But the port in the rapid development has also brought serious environmental problems,the fundamental reason is the defects in environmental pollution control;as the world’s largest energy output port of Qinhuangdao port on the representative of Qinhuangdao City,as one of the 14 open coastal city,is the famous seaside tourist city,Qinhuangdao port the pollution not only affects the surrounding people’s living environment and health,the more serious is the impact of city brand construction and the government image.Therefore,the government’s treatment of environmental pollution in Qinhuangdao port is particularly important.Taking Qinhuangdao port as an example,this paper expounds the current policy situation and shortcomings of Qinhuangdao port’s environmental pollution from the following aspects:the implementation of environmental policy is not in good time,the government’s policy of port professional support is not strong,and the government’s third party governance platform is immature.The author through literature analysis to the environmental protection departments,government departments on port environmental protection management regulations and the relevant literature,summarizes the environmental governance methods;through survey analysis,from port pollution forms,to survey the impact of environmental governance,the government of port propaganda and other aspects of the sample through the satisfaction survey;the quantitative analysis method to collect field environmental monitoring data of Qinhuangdao port,and compared with the previous year data,put forward the solution to the government of Qinhuangdao port pollution control based on the data of the.It also makes bold innovations in the emission trading of mobile sources in the port area,optimizes port environmental governance,and provides ideas for pollution prevention and control in other ports in Hebei.
