Hunan Agricultural Ecological Efficiency Evaluation Based On DEA-three Phase TOBIT Model

Along with the economic development trend and the awakening of the people environmental protection consciousness, human beings have realized the importance of the ecological environment, ecological environment is the foundation of the people live, is the guarantee of positive social development. With deterioration of resources environment, China's economy, too, to a certain extent by the restriction, in the fifth plenary session of the 16th, puts forward to building a resource-conserving and environmentally friendly society (hereinafter referred to as "two type society"), after the 17th, and puts forward five one of this new concept, agriculture as the first industry of our country, should get the attention of the corresponding, in economy at the same time, must pay attention to agricultural ecological efficiency.In this study, through the research of hunan province agricultural ecological efficiency, data access and learning related books, by building the index system, combining with the development of hunan agricultural basic situation, through the use of DEA Tobit three phase analysis method to evaluate hunan agricultural ecological efficiency. And finally, according to the analysis to strengthen the efficiency of the hunan province agriculture ecological policy Suggestions.Main research conclusions are:first, the overall agricultural ecological efficiency of hunan province. Second, the hunan province agriculture ecological city, imbalance of regional development efficiency. Because of the unequal allocation of resources and agricultural non-point source pollution is serious, hunan agricultural inputs redundancy is common. And analyzes the hunan province agriculture ecological reasons of inefficiency, puts forward five Suggestions:first, strengthen government support, helping farmers to develop agriculture, second, increase the intensity of nongda pollution treatment, the whole people to participate in an; Third, improve the management of agricultural pollution related laws and regulations; Fourth, strengthen communication and cooperation between regions, the fifth, improve the protection of agricultural ecological environment consciousness, popularize knowledge of agricultural disaster.
