Over the past 30 years of Reform and Opening-up Policy,China has undergone huge changes.From turbulence in the national economy almost collapsed to now,China has become the world's second largest economy,the identity of emerging powers stand in the forest of the world.China's economic development is constantly creating new miracles.But behind the country's prosperity,China has become a big country in the world's energy consumption,and economic development is taking more energy consumption and higher greenhouse gases,especially carbon emissions.In the basic national policy of sustainable development,changing the current mode of economic development,improve energy efficiency,reduce carbon emissions has become the major urgent issue.In this context,the paper tries to calculate the carbon emission from the consumption of six kinds of petrochemical energy.Then,by integrating the carbon emission into the energy efficiency evaluation system and then using the super-efficiency non-expected output SBM method and the Malmquist-Luenberger production index method to calculate the total and regional carbon emission in China through static analysis and dynamic analysis of the distribution and trend of total factor energy efficiency under restriction of carbon emission.Finally,we construct the indicator system of energy efficiency influencing factors,and use Tobit regression to study the influence factors of energy efficiency in general and sub-regions of our country,so as to provide reference suggestion and basis for energy saving and emission reduction.The following conclusions are obtained:First of all,the calculation of carbon emissions have the following specific conclusions:Overall,China's carbon emissions showed a growth trend,but in recent years,carbon emissions slowed down,in 2014,the first time there was a negative growth.Secondly,the following conclusions can be drawn from the analysis of the static and dynamic analysis in the energy efficiency measurement under the low carbon constraint:1.The overall level of energy efficiency under carbon emission constraints is low.During the period of 2005-2014,the average energy efficiency under the constraint of carbon emission is only 0.71,which is in a weak DEA state.There is still much room for improvement.2.Energy efficiency regional development imbalance.Coastal areas have higher energy efficiency values under low carbon constraints,while inland areas are less-energy efficient.3.Dynamic efficiency values in general showed a downward trend,the relative volatility is relatively flat.The average ML index of energy efficiency in 2005-2014 is 0.9931,which indicates that the average annual decline of the ML index is about 0.7%,but the decline range is gentle and the overall fluctuation range is not big.At last,we use Tobit regression to analyze the energy efficiency influencing factors,and get the following conclusions:From the national scale,the impact of six factors as economic scale,energy intensity,industrial structure,energy consumption structure,energy prices,investment in fixed assets on energy efficiency base on low carbon constraint is significant.However,from the regional division of view,the impact of various factors significantly different areas.So the policy recommendations for each region should also be different.
