Research On The Implementation Of Policy To Rural Environmental Protection In Heze By Based On The Perspective Of Horn & Mitt System Model

With the development of social economy,the environmental protection of our country has been widely concerned by the government and all circles of the society.In "Twelfth Five-Year Plan" period,the government attaches great importance to environmental protection in rural areas.The Central Committee of the Communist Party of China and The State Council introduced a series of rural environmental protection policies,to resolve the problems of rural environmental pollution and ecological destruction,and improve the rural environmental pollution problems vigorously.After years of efforts,great progress has been made in environmental protection work of rural areas,for example,the reduction of the environment pollution in the countryside and the improvement of rural ecological environment.China is in a critical period of social and economic transformation.Rural environmental protection is still a very important mission during the development of the Thirteenth Five-Year Plan.The government continuing to deepen the policy implementation by the rewarding policy and carrying out a new round of the comprehensive improvement of the rural environment is of great significance to our country to deepen rural reform,promote the new rural construction and break the development strategy of city and countryside dual structure.In recent years,with the steady progress of China's rural environmental protection policy and the richness of theoretical research and practical experience and the promotion of the policy "top-down",the rural environmental protection policy has been popularized all over the country.Implementation of the policy is an essential part of the policy process.At the same time,the issues of implementation of the rural environmental protection policy have been widely concerned.The key to achieving the desired effect of the rural environmental protection policy is that the local government must carry out the policy and strictly implement.If there are problems in the link of policy implementation link,further improvement of the policy is useless to solve social problems.The implementation of the rural environmental protection policy plays an important role in the whole process of environmental policy.Therefore,it is of great significance to study the implementation of the rural environmental protection policy.The government of Heze in Shandong Province actively implements the rural environmental protection policy.It takes efforts to explore ways to improve the city's rural environmental conditions according to the local circumstances and it does gain some efforts.As an undeveloped area,Heze will inevitably encounter some intractable problems and obstructions due to the influence of the targets,resources,implementing agencies,executive staff and external environment in the process of the rural environmental protection policy.Therefore,the goal of this paper is mainly to explore the problems appeared in the executive process of rural environmental protection policy in Heze,and analyze of the factors of the policy implementation and put forward suggestions to improve the effectiveness of environmental protection.This article proceeds with the present implementation situation of the rural environmental protection policy in Heze,and states the measures taken by Heze and the results achieved from the policy objectives,policy resources,the environment of the policy implementation,and several other aspects.Firstly,the policy measures taken to optimize and improve the rural environment and to control the pollution of rural areas in Heze city in recent years are summarized,then the Department of rural environment of Heze city is introduced in detail.Then,the article discusses the problems faced by the local government in the process of implementation of the rural environmental protection policy in Heze from the policy targets,policy resources,the methods of implementation,implementing agencies,executive staff,system environment and several elements based on the model of Horn Mitter framework.And also analyzes the causes of the problems,and based on this,the paper proposes measures to improve the implementation of environmental protection policy in Heze.For the first time,this paper applies the Horn-mitt system model to the study of the implementation of the rural environmental protection policy,and chooses Heze city as the analysis object in Shandong province.It is innovational in some way.The study shows that implementation of the rural environmental protection in Heze City is influenced by the policy objectives,policy resources,ways of implementation,execution organizations,executive staff and system environment.These six elements in the process of implementing the policy influence each other,interrelate,and constitute a system model of the impact of policy implementation.In order to make the policy implement accurately and thoroughly,we must coordinate the relationship between these six elements in the Horn-mitt system model.The research results of this paper can provide some reference for the local government to implement the rural environmental protection policy.
