Research On The Implementation Of Environmental Protection Policy In North Henan

In recent years,environmental protection issues have received widespread attention from the society.Heavy pollution weather often occurs in North China,including northern Henan province.Environmental pollution has seriously damaged the health and quality of life of the people.The treatment of environmental pollution is urgent.At the same time,due to various factors,some problems have arisen in the implementation of environmental protection policies in rural areas.This paper selects CH village in northern Henan as the sample area.There are environmental issues in this village,such as garbage pollution and pollution from industrial factories.Some environmental problems have not been solved for a long time.Therefore,CH village has research value and representativeness.The purpose of this study is to explore the problems existing in the implementation of environmental protection policy in CH village through observation and interview.And analyze the cause of the problem,and put forward related countermeasures and suggestions.The research shows that there are the following problems in the process of the implementation of environmental protection policies: the implementation efficiency is low,the implementation effect is not consolidated,the investment is insufficient and the villagers participation is insufficient.This study analyzes the causes of the problems from three aspects: grass-roots management system,the main body of policy implementation and social participation.The study found that in terms of the grass-roots management system,the township governments are faced with an economy-oriented assessment system and the grassroots environmental protection institutions are not sound.In terms of the main body of policy implementation,local governments failed to practice the idea of ecological civilization,and the quality and ability of the policy implementers are insufficient.Local governments value the economy and despise environmental protection as the root cause of the failure of environmental protection policy implementation.The lack of the quality and ability of the policy implementer is the direct cause of the invalidation of the environmental protection policy.In terms of social participation,the lack of environmental responsibility of enterprises which has caused huge obstacles to the implementation of environmental protection policies.The villagers lack awareness of environmental protection,so they seldom participate in the implementation of environmental policies.Environmental governance is a systematic social project in rural areas.To solve the problem of implementing the environmental protection policies in the countryside of northen Henan,it is necessary to change the assessment orientation of the township government,improve the environmental protection organization at the grassroots level,strengthen the construction of the party organization in the countryside,and innovate the management mode at the grassroots level.Secondly,the implementer of environmental protection policies should raise their awareness of responsibility and enhance their ability of environmental protection work.The responsibility consciousness and work level of policy implementers directly affect the implementation effect of environmental protection policies.Thirdly,it is necessary to raise the awareness of environmental protection among villagers and the sense of responsibility of environmental protection among enterprises.To urge enterprises to clean production,local governments need to adjust the industrial structure,cut down backward production capacity,and give environmental protection technology support to enterprises.At the same time,the effective implementation of environmental protection policies requires not only the efforts of the government,individuals and enterprises,but also the active participation of commonweal organizations and all sectors of society,so as to form a good social atmosphere for environmental protection.
