| County ecological civilization construction is the major content of ecological civilization construction of socialism with Chinese Characteristics and the important practical foundation of building a moderately prosperous society in all aspects in the new era,which gives a direct impact on the effect of the whole ecological civilization construction.It is an important means and an inevitable way to build beautiful China.With Xi Jinping as the general secretary,the new generation of CPC inherits and carries forward the scientific concept of development,and actively promotes the construction of ecological civilization.County ecological civilization construction is the booster that promotes ecological civilization and the foundation of our country's economic,political,cultural and social coordinated development.County ecological civilization construction is the best choice to root ecological civilization.Only by fully carring forward county ecological civilization construction can we realize the national construction goal of ecological civilizaiton.This paper makes its attempt to lay down good foundation for the subsequent ecological civilization constrcution and to make sure ecological civilization construction isn't sparse in theory and directly aims at realistic problems by analyzing and concluding the current situation of county ecological civilization construction.This paper studies county ecological civilization on the macro level,with accomplished achievements and existed problems as the clues,with promoting county ecological civilization construction as the purpose and with enhancing county peopple living conditions and improving residential environment as the goal,to research the county ecological civilization of our country.This paper consists of five parts: firstly,it expounds the background and significance of the selected topic,sorts out the domestic and overseas research status and interprets the related concepts of ecological civilization.It also discusses the important significance of county ecological civilization construction to the overall social development of our country.Secondly,it explains the ecological thoughts of Marx and Engels and the thoughts on ecological civilization of CPC.It also expounds the theoretical basis and resource of county ecological civilization construction.Thirdly,it summarizes the current accomplishment of county ecological civilization construction,indicates the problems of resouce utilization,capital investiment,ecological civilizaiton consciousness and economic development pattern during the county ecological civilization construction,and analyzes the cause of the existed problems.Finally,it puts forwards the proposals according to the problems of county ecological civilization construction,which repectively are ideologically strengthening ecological civilization education and cultivating environmental awareness of all county people;as to development pattern,converting the traditional development pattern,optimizing industial structure,developing green economy and advocating consumption;in system guarantee,increasing county captical investiment,developing green technology,broadening the investiment and financing channels;in government assessment mechanism,integrating government assessment mechanism,adding county ecological civilization construction in county leading cadres assessment system,establishing complete legal guarantee system.To research county ecological civilization construction means to ultimately promotes county economic construction with county ecological civilization construction so that the county people can enjoy great environment while pursuing economic development and share the socialism development achievements. |
