The Study On Ecological Civilization Construction Under The Perspective Of Beautiful China

The concept of "ecological civilization" was officially proposed for the first time in the report of the 17th national congress of CPC in 2007. And the report of 18th national congress in 2012 systematically discussed the great strategic task of the great propulsion of ecological civilization construction, emphasized the prominent strategic position of ecological civilization construction in the overall distribution of socialism with Chinese characteristics and far-reaching significance for China’s future development, and made overall arrangements on how to build ecological civilization. Since the 18th national congress of CPC was opened, ecological civilization construction formally fit into the overall distribution of "integration of five parts" of our country’s modernization construction. The third plenary session of 18th CPC explicitly proposed to speed up to establish ecological civilization system, made specific deployment for the construction of ecological civilization system. The fourth plenary of 18th CPC made further policy to establish legal system of ecological civilization construction, and put the further establishment of legal system of ecological civilization construction in the important position of promoting the rule of law development. For the moment, speeding up the ecological civilization construction, deepening the reform of system of ecological civilization construction and setting up the legal system of ecological civilization construction has become our country’s important construction mission of building a well-off society in all-round way, major development of comprehensive deepening reform and great strategic objective of promoting the rule of law development.Although the third plenary session of 18th CPC officially proposed to deepen the reform of ecological civilization construction system tightly around building "beautiful China", there are few articles on exploring ecological civilization construction from the macroscopic perspective of "beautiful China". Only through the macroscopic perspective of "beautiful China" to explore ecological civilization construction can we comprehensively grasp the basic principles and implementing paths of ecological civilization construction from the overall point of view, and can we also see the direction and long-term goals of ecological civilization construction more clearly. Therefore, it is of great significance for this thesis to explore theory and practice of ecological civilization construction from the strategic height of "beautiful China", and its practical significance is self-evident.In the process of the research, this thesis starts with exploring the scientific connotation of ecological civilization and "beautiful China", makes preliminary study on the relationship between ecological civilization and "beautiful China". Secondly, the thesis discusses the theory origin of ecological civilization construction and reviews the course history of ecological civilization construction since the reform and opening-up. Then the thesis selects Huangping county of Qiandongnan Miao and Dong autonomous prefecture as a case study, makes analysis of Huangping county’s current situation of ecological civilization construction and major problems of ecological civilization construction that Huangping county faces. Finally, on the basis of the previous study, the thesis tries to propose some targeted countermeasures as decision reference for speeding up ecological civilization construction and building "beautiful Huangping", at the same time, this thesis also expects to play certain reference function on the promotion of ecological civilization construction for other areas in Guizhou and even the rest regions of the whole country.Based on the above thoughts, this thesis argues that in the new historical starting point, to accelerate ecological civilization construction, Huangping county needs to focus on the great abject of "beautiful China", thoroughly implement the conference spirits of CPC’s 18th national congress, the third and the fourth plenary session of 18th CPC, important indicator spirit about ecological civilization construction by comrade Xi Jinping and the fourth and the fifth plenary session of the 11th CPC Guizhou, combined with local practice, fully develop local characteristics, carry forward national excellent ecological culture, make innovation on mechanism of ecological civilization construction, strive for the best to acquire new results and new breakthrough on publicity and education of ecological civilization concepts, ecological restoration, control of environmental pollution, beautiful countryside construction, policy safeguard, and so on. These countermeasures will lay foundation for the achievement of synchronization with national well-off society and the construction of "beautiful Huangping" with economic sustained development, political honesty and uprightness, cultural prosperity, social harmony, national unity and beauty of ecological environment and people getting all-round development.
