The Study On SPV's Performance Assessment Indicators & Assessment System In Water Environment Pollution Improvement Project Under PPP Mode

PPP(Public-Private-Partnership)Mode is a long-term relationship between the public and private sectors,which is used for increasing the supply of public goods and services & making the supply efficiently.PPP Mode can be showed as franchising,purchasing of services,equity cooperation,etc.Water Environmental Pollution Improvement,as one of the public service,has great significance in the new environmental protection era.SPV(Special Purpose Vehicle)is a corporate structure extensively applied on PPP Mode in order to avoid the bankruptcy risk.With the great support of our government to PPP Mode and the water pollution problem becoming more and more severer,making study on the SPV performance assessment of Water Environmental Pollution Improvement,which helps the Government & SPV to achieve their expected benefits,has great strategic meaning.Firstly,based on the performance assessment theories and the strategic focus of the Government concerned on PPP projects,the paper set clear performance assessment objectives of the Water Environmental Pollution Improvement projects.Secondly,according to the four principles of the project performance assessment,key performance indicators in the construction period and operation period were built using the Analytic Hierarchy Process(AHP)method.Finally,the SPV performance assessment system was constructed by using the key performance indicators.The SPV performance assessment system contained the assessment institution,assessment time,reward and punishment measures & performance monitoring mechanisms.For the SPV performance assessment system & the general KPI coming from the author's work experience summary in PPP field,the thesis results had a certain reference value for the water environmental pollution improvement project.
