Application Of Public Private Partnership Mode In Water Environment Governing

China is under the rapid development of new industrialization,informatization and urbanization,meanwhile it also faces the special period of economy mode adjustment and transition.Scientific and reasonable operation mode is needed to impetus national strategies,such as “New Urbanization”,“Ecological Civilization”,“The Belt and Road Initiative”,“water pollution remediation” and so on.In this context,“Public Private Partnership” emerges as one of the most important national policies.However,lots of serious problems still remain to be solved——severe ecological destroy,inefficiency of the water environment governing obligation entity,inadequate legal environment and operation mechanism of water environment governing,under-investment,for example.This paper applies the “Public Private Partnership” mode to the whole process of regional water environment governing including exploration,consultation,designation,financing,construction and operation.Then tries to solve the existing problems during applying “Public Private Partnership” mode to water environment governing,include inadequate supporting regulations and policies,unregulated operation process,unclear corporation structure and complicated interests relationship between participants.Meanwhile this paper builds a practicable top-level structure and maneuverable evaluation system and input-output performance assessment for “Public Private Partnership” project evaluation of water environment governing.Firstly,this paper introduces the theoretical basis of “Public Private Partnership” mode: According to item division theory,maturity mismatches theory,stakeholder theories and supply effectiveness theory,applying “Public Private Partnership” mode could result in a bind construction of non-operational items,quasi operational items and operational items for water environment governing.Then weakening maturity mismatches risk through adjusting maturity structure and depicting the evolution process through stakeholders' game.Based on this,combined with the analyses of water environment governing's difficulty,current situation,trend and policy orientation,it comes to a conclusion that applying “Public Private Partnership” mode to water environment governing is essential and practicable.Furthermore,based on the operation guide,combined with the feature of water environment governing and the clear-water to river project situation,this paper teases the whole phases of “Public Private Partnership” project operating process in water environment governing,and clarify its main points in each stage.Secondly,based on stakeholders' game,this paper proposes the triple-helical structure and participant's evolution process model for “Public Private Partnership” project in water environment governing according to its operation process.Then this paper analyzes and summarizes the game relationship,evolution strategy,stable evolution win-win strategy and their economic significance between government,social capital and agency.Then,from the perspective of inputs and outputs of “Public Private Partnership” project in water environment governing,this paper builds the Input-output model composed by five input indexes and seven output indexes.Meanwhile take the clear-water to river project as research objects,this paper carry out an empirical measurement and analyze its result.Next,this paper build a input-output model and synthesizes four dimensions(governing subject,governing input,governing process and governing output)of “Public Private Partnership” project in water environment governing and designs its top-level structure,which is also called “4P Model”.On the basis of this model,a four level maneuverable evaluation index system including seventy-three indexes is built simultaneously.Finally,take the clear-water to river project as research objects,this paper carry out its empirical study,analyze the feasibility,cost-effective magnitude and financial capacity of adopting “Public Private Partnership” mode in the clear-water to river project,using DEA analysis clear-water to river project,more is using the fuzzy deviation matrix to comprehensively evaluate its four dimensions and overall operation.And based on all the analyses,this paper draws a conclusion that it is necessary to applying “Public Private Partnership” mode to water environment governing and build a corporation win-win structure as well as adopt a bundling strategy to boost it.
