Study On Public-Private Partnership Of Wastewater Treatment Industry In Changshu City Under The Public Perspective

With the continuous development of the society and economy,the existing supply of wastewater treatment services by the public sector has been difficult to meet the growing demand for wastewater treatment.In the local government,this system not only in the waste water treatment project fund raising and professional management has the advantage,but also significantly improve the waste water treatment industry's efficiency.The social capital getting into the wastewater treatment service market,is the inevitable choice of industry development,which get government support.Changshu City has adopted diversified BOT,BOO,O&M public-private cooperation way in waste water treatment public-private cooperation project to stimulate the vitality of social capital to promote the construction and operation of waste water treatment project and accumulated rich public-private cooperation experience.Changshu city government has also implemented a series of supporting policies,the public-private cooperative projects run smoothly,the results are significant,but there are still imperfect legal system,government management efficiency,low sewage treatment costs,public interest is ignored and so on.This paper studies the public-private cooperation in the waste water treatment industry in Changshu City,enabling the government to better cultivate the market,to support the market,and to standardize the market.The government can try to guide the entrance of the market for the private sector and give enough development space,aiming to provide useful reference for the national public-private cooperation project of waste water treatment.This paper selects Changshu City,Jiangsu Province as the key research area,takes the enterprises and government departments involved in the public-private cooperation project of waste water treatment as the research object,makes a case analysis on BOT,BOO and O&M cooperation projects,using Product theory,public governance theory and public-private partnership theory.The BOT approach can maximize the use of the private sector's financial resources,and the BOO approach enables the public sector to provide long-term private sector wastewater Processing services,and O&M way more flexible design is more conducive to sharing the risk of public and private.At the same time,the study found that the public-private cooperation process is generally the lack of protection of private sector interests,the high cost of unstable service quality,the low efficiency of government departments,low sewage charges,low public participation and so on.The management of foreign investment,the cost management and the price control mechanism are not perfect,the enterprises do not pay attention to their own management and technical level promotion,the public interest is neglected,and so on.Based on the existing public-private cooperation,a new Multi-agent Coordinated Management(MCM),and proposed to achieve such cooperation,at this stage can improve the legal system of public-private partnership,the establishment of public-private consultation mechanism,improve the cost of regulation and price adjustment mechanism,improve enterprise performance evaluation system,the establishment of information openness and supervision and management platform and a series of reform measures.
