With the acceleration of the new urbanization process and the continuous expansion of urban scale,infrastructure has become one of the main bodies of urban construction and development,which is the essential material basis and important life guarantee in the process of urbanization.Among them,the wastewater treatment plants play an important role in ensuring water security and reducing water pollution.However,due to various factors such as odor and dwelling communities’ livability,wastewater treatment plants are often regarded as NIMBY facilities.Although no substantial harm was caused,the psychological perception of "not in my back yard" led to the rejection of the wastewater treatment plants by the surrounding residents.Therefore,it is of great practical significance to analyze the main influencing factors of public attitude and the spatial influence scope of NIMBY facilities under NIMBY effect for the construction of wastewater treatment plants and the avoidance of NIMBY syndrome.Considering the dwelling communities’ livability and the stability of personal assets,this study analyzes the spatial influence scope of NIMBY facilities from two aspects of public attitude and house price,taking Xi’an wastewater treatment plants as the research object.Firstly,analyzing the main factors influencing public attitude from six dimensions:individual characteristics,social attributes,knowledge perception,risk perception,benefit perception and public trust.Secondly,in order to explore the spatial influence scope of wastewater treatment plants under NIMBY effect,the influence distance is quantitatively calculated based on theHedonic model based on the house price.Finally,combined with the public attitude and space influence distance,the suggestions and compensation measures are put forward.The main contents and results of this paper are as follows:(1)Risk perception,knowledge perception and public trust are the main influencing factors of public attitude.(2)Under the influence of NIMBY effect,the perceived distance of the public to the wastewater treatment plants is more than 1500 meters,and it decreases with the increase of the measured distance.(3)Combining the perceived distance and the spatial impact range of the wastewater treatment plants,the actual impact range on the surrounding residences is 1600 meters.Finally,combined with the safety protection distance of 300 meters stipulated in the specification,this study proposes that for the residents within the range of 300 meters to 1600 meters,we should improve the communication mechanism of risk,strengthen the trust mechanism,and popularize the relevant knowledge to the public to reduce the NIMBY syndrome of the residents within the range,and propose the differentiated compensation principle to avoid the NIMBY syndrome.
