With the acceleration of marketization,government and social capital cooperation mode coupling degree is more and more closely,more emphasis on the whole process of cooperation of both public and private financing will also rise to change the micro level and macro level operation mechanism height.Reasonable and efficient provision of public services is the social civilization and progress of the "beacon" and "booster".Under the current circumstances,we see a lot of local governments to provide public services,or by direct mainly offered by the government,but with the economy and the accelerated pace of life,the government provides public goods can not meet the expectations of the people,people's demand for public goods and services more and more diverse,not only local if things go on like this.The government's service performance will be seriously damaged,waste of public resources will continue to expand at the same time,the social cost is huge.In the context of this era,corporate partnerships,that is,the development of cooperation between the government and the private sector has become inevitable.This paper focuses on the connotation of the concept of PPP,the PPP project of Dalian waste incineration as the research object,through the investigation of PPP,based on the empirical material,analysis in project preparation,project construction,project maintenance and evaluation of three stages encountered difficulties,from which summed up the main features of PPP model.From the survey data is played by the government in PPP project supervision value of Dalian waste incineration,government supervision and improve the quality of public affairs,the government of public service,strengthen grassroots service-oriented government in the legalization;build PPP platform,improve the social capital participation channels;is conducive to the cultivation of new government and the social capital cooperative mode,PPP mode to realize multiple subjects development;rational participation of public services,and enhance the government supervision ability and skills.But at the same time,the survey also diagnosed by this carrier of social capital construction difficulties of PPP waste incineration project,including the government supervision mechanism,the absence of PPP mode of development,social capital in predicament.Accordingly,from strengthening government supervision and self construction,cultivating a positive PPP development model,the government to improve social capital to participate in the environment to explore three aspects of targeted and operable solutions.With the foreign garbage disposal mode of PPP experience,draw the following enlightenment to the study of PPP project of Dalian waste incineration:one is the government to foster consultation,win-win and tolerance,compromise,cooperation consciousness and cooperation spirit in the process of cooperation and social capital;two is to promote the social capital participation,government incentives and self construction organization and social organizations to actively participate in the three indispensable,which,in cooperation is not mature under the supervision and support of the government is especially important.These implications for the promotion of government governance,and promote the development of PPP model,to provide a useful reference for the realization of public interest.
