Study On Countermeasures Against Haze In China

With the rapid development of Chinese society and economy,the environmental problems are becoming more and more serious.In particular,the increasing haze weather in the country has many negative effects on public health,daily life and social development.For the formation of haze,in addition to uncontrollable natural factors,the more important factors exist in the human daily production and life.The flow and open nature of the atmosphere causes haze to spread from local air pollution to regional pollution.The traditional "one size fits all" environmental management model has been unable to adapt to the current haze situation,which makes it very important to take new measures to prevent and control the situation across regions.In the context of the convergence of regional politics and economy,China has formed a pattern of urban radiation represented by urban agglomeration.In view of the current situation of prevention and control of atmospheric pollution in China,although the local governments are willing to carry out regional cooperation and are willing to adopt a diversified management approach to solve the problem of cross-boundary environmental governance,the local government,as a rational "economic man",still has some limitations in dealing with problems with public property,such as environmental pollution.It is necessary to derive the cross-boundary environmental governance from the theoretical framework,explore the concrete measures and cooperation methods in the process of implementation and fully analyze and design from the decision-making layer,the coordination layer and the executive layer.Through a large number of access to and collation of domestic and foreign academic information,government environmental bulletin,statistical yearbook and other empirical materials on cross-border environmental governance,cooperated governance between governments and public opinion report closely following the policy trends,the reasons for China's frequent haze,governance status and predicament are fully analyzed,and the context of air pollution in China is systematically combed by taking cross-boundary governance as the perspective.Combining with the characteristics of urban planning in China,the experience and lessons of haze prevention and control under the current cross-boundary control measures are extracted and the successful cases of haze prevention and control in developed areas such as Europe and the United States are used to construct the coordination mechanism of cross-boundary environmental governance which is feasible and conforms to China's national conditions and put forward the corresponding specific implementation methods.The haze prevention and control schemes developed separately by local governments,which is based on the administrative regional division,can to some extent solve the problem of coordinating various functional departments in each jurisdiction,but still need to strengthen the design on cross-administrative boundary cooperation mechanism.First,the improvement of air quality is not only an environmental theme,but also a systematic project including the pattern change and the structural adjustment,so it is necessary to achieve air pollution control strategy at the national level to create cross-boundary haze governance environment.At the same time,related normalized institutions of haze governance should be established.Although the organizational structure of air pollution cross-boundary governance institutions is still in the dynamic adjustment,that is,it may be long-term and formal or temporary and informal-it may be imposed by the government or spontaneously organized by social forces,its structure to a larger extent has diverse and highly professional trend.Moreover,cross-boundary governance security mechanisms are needed to be improved to protect the interests of the parties involved in the process of prevention and control of haze.The government should allow,above the level of localized administrative management,areas affected by the air pollution to jointly develop cross-boundary contingency plans,focusing on strengthening the coordination of local governments and forming a more improved cross-boundary prevention and control system with linkage effect in the establishment of organizations and institutions,early warning release,response measures and other aspects.Finally,the interactive pattern of multi-entity cross-boundary haze governance is constructed.It is necessary to consider the factors such as pollution control cost,management cost and long-term development cost in the choice of governance mode.Therefore,the balance between government and other governance subjects is the key to mobilize the enthusiasm of many parties to participate in environmental governance and fully realize the reallocation of social resources.Haze,the cross-boundary environmental pollution,is a problem that a single area or a single local government cannot face and deal with alone.Haze prevention and control is a tough fight.The improvement of air quality needs to use the effective mechanism of normalization and experience slow and complex process,and then the haze problem can be properly solved finally.
