Since the reform and opening up,the process of industrialization and urbanization in China has greatly improved the quality of life of the people. However, with the progress of the development process, the negative externalities brought about by the development model at the expense of environmental quality are highlighting. The Government Work Report of 2018put forward that three key battles for building a well-off society in an all-round way should be fought well, among which improving the environmental and ecological quality is the key area this year.Haze pollution is one of the most important concerns in the outbreak of environmental problems in recent years. It has the characteristics of concentrated outbreak, wide spread and difficult to eradicate. Therefore,it has certain theoretical and practical significance to explore the formation and distribution of haze pollution and to promote the realization of effective treatment path.Based on the PM2.5.5 data of administrative prefecture-level cities in China from 2006 to 2015,the temporal and spatial characteristics of the distribution of haze in the country were analyzed by using visual methods, and the socio-economic factors affecting the formation of haze were analyzed by using spatial measurement methods. Some suggestions are put forward based on domestic and foreign experience in haze control. The results showed that the level of haze pollution in the country emerge a slowly decreasing trend, and the PM2.5.5 appears to be shifting between regions;North China,Central China and Northeast China are high-high agglomeration areas with distribution of PM2.5,Southwest China and South China are low-low agglomeration areas, the overall haze pollution presents an eastward shift situation. The spatial model results show that economic growth, population agglomeration, low industrial structure and industrial pollutant emissions have a positive effect on haze pollution. Therefore, for the management of haze,we must break the administrative boundaries, strengthen inter-regional joint prevention and control;to solve the issues of regional industrial and energy structure, urban development, and industrial pollutant emissions;to achieve the top-level design of policies, stratification and scientific quantification.to establish a benign feedback mechanism of Government-Enterprise-Public.
