An Empirical Analysis Of China’s Marine Environmental Regulation Performance

With the deepening of marine development,China’s marine environmental pollution is becoming increasingly serious,marine environmental regulation is imperative.To study the concrete implementation effect of China’s marine environmental regulation,this paper examines the economic impact and environmental impact of marine environmental regulation through theoretical analysis,current situation analysis and empirical test,and distinguishes the effect of different environmental regulation tools.To study the government’s marine environmental regulation policy,this paper takes the data of 11 provinces,cities and districts along the coast in 2006 and 2014 as the sample interval.Accordingto the existing literature,the total factor productivity of the ocean is measured as the index of marine economic development,and the average amount of water consumption per unit of GDP,the amount of sulfur dioxide emitted per unit of GDP and the standard of water consumption per unit of GDP are used as indicators of environmental level,use pollution control to complete the investment and the unit area to collect the use of sea area to measure the "command control" and "economic incentive" environmental regulatory tool strength,and select the industrial structure,technology investment and economic openness as a control variable.At the same time,two dummy variables are added to the model to study the effect of marine economic development pilot.The regression results show:(1)The intensity of marine environmental regulation is negatively correlated with the total factor productivity of the ocean;(2)the intensity of marine environmental regulation is positively correlated with the level of the marine environment;(3)"economic incentive" environmental regulation tools are more effective than "command control" environmental regulation tools;(4)the establishment of marine economic development pilot has effectively improved the pilot Regional economic development and environmental level.Finally,based on the research conclusion,this paper puts forward some policy suggestions:speed up the construction of the "economic incentive" environmental regulation tool,improve the implementation efficiency of the "command control" environmental regulation tool,and so on.
