Over the past 40 years of reform and opening up,the Beijing-Tianjin-Hebei region has seen rapid economic growth.However,this extensive development mode,which relies excessively on high energy consumption and high pollution industrial enterprises,has led to an increasingly prominent contradiction between economic growth and environmental pollution.At this stage,China's economic development has entered a new normal.To realize the transformation of regional economy from high-speed growth to high-quality growth,we must accelerate the transformation from extensive growth to intensive development and reverse the development pattern of high pollution,high energy consumption and high cost.Therefore,how to protect the Beijing-Tianjin-Hebei regional environment while ensuring stable economic development has become an urgent issue for the government to consider when formulating relevant environmental regulation policies.Firstly,this paper analyzes the mechanism of the impact of environmental regulation on economic growth from four different paths: environmental cost,technological innovation,industrial structure and foreign direct investment.Secondly,the environmental regulation system in Beijing-Tianjin-Hebei region is combed from the aspects of historical evolution and effect,and then the intensity of environmental regulation in Beijing-Tianjin-Hebei region is calculated from the perspective of expenditure,and a comparative analysis is made.Using ML index analysis based on DEA,the environmental total factor productivity of Beijing-Tianjin-Hebei region is calculated.Then,combined with the intensity of environmental regulation,total factor productivity data and economic growth rate data,a spatial panel model is established respectively to empirically analyze the impact of environmental regulation on economic growth in Beijing,Tianjin and Hebei region.The results show that: first,the impact of environmental regulation on economic growth shows a U-shaped trend that decreases first and then increases after reaching the inflection point.Second,the increase in the capital-labor ratio will indeed increase the capital intensity.At the same time,the enterprises will also increase their investment in equipment renewal and scientific research.This change will directly bring about an increase in the total economic volume.In the long run,it will also greatly promote the improvement of environmental total factor productivity and contribute to the sustainable economic development of Beijing,Tianjin and Hebei region.Third,the impact of industrial structure on environmental total factor productivity is negative,while the impact on economic growth rate is positive,that is,the rapid growth of the secondary industry in the short term is conducive to improving the local economic aggregate,but in the long run,this model will have a restraining effect on economic growth.Fourth,the impact of foreign direct investment on environmental total factor productivity is negative,but the impact on economic growth rate is positive,indicating that if foreign investment relies on sacrificing the local environment to gain an increase in the total economic volume and does not pay attention to the equipment renewal and scientific research investment of the invested enterprises,the increase in capital will bring certain benefits in the short term,but in the long run it will definitely bring greater negative impact on the local economy.Finally,based on the above analysis and conclusions,this paper puts forward targeted policy suggestions from the aspects of perfecting the supervision system of environmental protection,improving the responsibility consciousness of enterprises and individuals for environmental protection,adjusting the intensity of environmental regulation appropriately,making differentiated policies based on regional differences,changing the economic growth mode of Beijing,Tianjin and Hebei region,making appropriate environmental regulation policies to guide enterprises to maintain rational attitude towards the use of foreign capital,etc.,so as to provide certain reference value for the formulation of environmental regulation policies in Beijing,Tianjin and Hebei region and promoting the coordinated development of environment and economy.
