Air pollution emission efficiency can reflect the relationship between the economic value and the atmospheric pollution emissions,created by the economic unit process of production and living,reflects the balance between economic development and atmospheric environment protection.Since China's reform and opening up,China's economic developed rapidly at the same time,The situation of air pollution is becoming more and more serious,which has become a serious restriction of economic and social sustainable development.Effectively reduce the air pollution emissions,can improve air pollution emission efficiency,it is imperative to improve the atmospheric environment quality,because it's about to industrial production,transportation and public health.Based on Chinese provincial panel data from 2006 to 2015 as the research object,used the DEA model to establish a scientific and perfect regional air pollution emission efficiency evaluation system,respectively from the perspectives of both static and dynamic two Chinese provinces of air pollution emission efficiency,to analyze the regional differences,the dynamic evolution characteristics and driving mechanism,based on the technical theory of heterogeneity analysis features atmospheric pollution emissions technology gap between the three regions and its change trend,establishing econometric model testing China air pollution emission efficiency and the influence factors of atmospheric pollution emissions technology.In this paper,we study the conclusion can for the relevant decision-making departments of atmospheric pollution control policy formulation and implementation to provide reference data and decision support.The main contents and conclusions in this paper included:(1)The use of SBM Undesirable model estimates China's provinces from 2006 to 2015,the three major areas of air pollution emission efficiency,and the efficiency of the regional differences of characteristics.The results show that the sample period China's air pollution emission efficiency mean lower and the characteristic of regional difference is obvious.(2)Through the Theil index decomposition,that features the three regions and the gap between the eastern region interior provinces is the gap between China's primary sources of air pollution emission efficiency region gap formation.(3)Based on the Global Malmquist Luenberger productivity index to examine the provincial atmospheric pollution emission efficiency of the dynamic evolution characteristics and driving mechanism,the results show that the sample period,China's air pollution emissions has achieved a certain degree of efficiency increases,but the increase of smaller,and mainly rely on technological progress to drive,technical efficiency change played the inhibition;(4)Based on common frontier(Meta-frontier production function theory framework of atmospheric pollution emission efficiency analysis of China's regional heterogeneity,use rate(MTR),a common technology measure regional air pollution emissions technology gap of China's big three.Results show that the eastern region of the atmospheric pollution emission efficiency and atmospheric pollution emissions technology are significantly higher than the Midwest,and between the east and parts of the Midwest air pollution emissions technology gap has a tendency to further expand;(5)The processing limited dependent variable Tobit panel econometric regression model test of the Chinese provincial atmospheric pollution discharge efficiency and technology influencing factors and its mechanism of action.Regression results show that the level of regional economic development,industrial structure,technological innovation efficiency level and the inter-provincial economic openness and atmospheric pollution emissions and air pollution emissions technology positively correlated relationship,efficiency of energy consumption structure and provincial atmospheric pollution emissions and atmospheric pollution emissions are negatively related technology,the level of environmental regulation on provincial negatively related air pollution emission efficiency,environmental regulation level was positively correlated to the atmospheric pollution emissions technology.On the basis of empirical analysis,finally,the paper puts forward China to promote the efficiency of regional air pollution discharge path and countermeasures and Suggestions,mainly including:(1)To speed up the transformation of the pattern of economic development and upgrading of industrial structure,increase the proportion of the tertiary industry,vigorously develop new and high technology industries and services,achieve the high quality of the regional economy,connotative growth;(2)The policy makers should fully consider the differences in different parts of the developing condition,policy formulation and implementation of prevention and control of atmospheric pollution in the light of local conditions to ensure that the policy effect into full play;(3)Change completely rely on technological progress of air pollution emission efficiency of single wheel drive mode,the innovation and production technologies,processes and equipment to the prevention of air pollution at the same time,more should pay attention to the quality of employees training,promotion enterprise's management mode,enhance environmental awareness among the public,promote the marketization level,optimize the environment of the system and so on"soft" the improvement of technical conditions,let technology to improve efficiency and technical progress common drive the improvement of the atmospheric pollution emission efficiency;(4)While improve capacity for independent innovation,is committed to the introduction of foreign advanced technology for the control of air pollution and environmental management mode,make high quality foreign drive China catalyst of atmospheric environmental quality in ascension;(5)Promote technological progress,the positive aspects of scientific research in prevention and control of atmospheric pollution,increased investment in the aspects of scientific research and special funds,to improve the technical level lay the foundation for the control of air pollution.(6)Enterprise as the main source of air pollution emissions,enterprises should actively undertake its social environment responsibility,change the traditional mode of production,optimizing production network,improve the pollution prevention and control technology,with a more active posture to atmospheric environment...
