With the rapid development of Chinese economy,the consumption of resources presents a rapid growth.The pressure from resources and environment is increasing,and the contradiction between natural environment and sustained economic growth is intensifying.The scarcity of resources and the deterioration of environment have become urgent problems in economic development.Energy exhaustion,haze weather and soil erosion have sounded the alarm to China,which makes the public realize that it is not sustainable to blindly claim resources from the ecology to achieve economic development.Therefore,it is necessary to improve the utilization efficiency of various resources and strengthen environmental protection,so as to achieve the coordinated development of nature and human beings,namely the realization of circular economy.As an effective measure of circular economy,ecological efficiency can comprehensively reflect the utilization of resources and ecology in a region and provide reasonable evaluation criteria for managers.In this paper,11 prefecture-level cities in zhejiang province are taken as the research objects to establish the ecological efficiency index system.Among them,the "eco-rucksack " index is a collection of 5 pollutant indicators through the principal component of the right structure,so as to comprehensively reflect the environmental pressure situation in zhejiang province.In this paper,the comprehensive technical efficiency,pure technical efficiency and scale efficiency of 11 regions in zhejiang province from 2011 to 2016 are respectively calculated through the traditional DEA model.Since the results obtained by the traditional DEA model cannot be compared with the effective decision making units,the super-efficiency DEA model is used to evaluate the ecological efficiency of 11 regions in zhejiang province from 2011 to 2016.Meanwhile,the redundancy analysis of non-dea effective cities is carried out to discuss the ecological development potential of these regions.In order to overcome the inadequacy of DEA model in comparing efficiency among different years,this paper USES Malmquist index to conduct dynamic analysis of ecological efficiency and study the change of total factor production growth rate(TFP).Finally,Tobit model based on panel data is established to explore the possible influencing factors of ecological efficiency and measure its influencing degreeThe results show that the ecological efficiency level of 11 regions in zhejiang province is generally higher,but there is a wide gap between cities,among which zhoushan city,hangzhou city,ningbo city and jiaxing city are in the leading position in zhejiang province.Through Malmquist index,it was found that total factor productivity(TFP)showed a trend of continuous growth from 2011 to 2016,and scale efficiency was the main reason for TFP growth.In addition,the total factor productivity of hangzhou,ningbo,jiaxing,zhoushan and wenzhou is greater than 1,indicating that these regions have great growth potential.Through exploring and studying the influencing factors of regional ecological efficiency in zhejiang province,it is found that economic development,fixed asset investment and openness have significant positive effects on ecological efficiency,while industrial structure has significant negative effects on ecological efficiency.Finally,this paper puts forward Suggestions on strengthening regional exchanges,optimizing resource allocation,expanding openness,adjusting industrial structure,and constantly strengthening scientific and technological innovation and progress.
