Dalian Changxing Island Economic and Technological Development Zone is one of the five key nodes in Liaoning Province coastal economic zone, and Hulushan Bay Economic Zone played a significant role in investment and development for enterprise because of its natural advantages. With the development of social economy, the utilization of Hulushan Bay marine space resources experienced varied periods such as mudflat farming?fort and shipping development, petrochemical refinery project etc, therefore, Marine Functional Zoning has been adjusted for several times. The huge changes of beach terrain were caused by large-scale development of marine resources in Hulushan Bay, and then have an effect on the water exchange inside the bay, but the effective implementation of the planning of regional environmental comprehensive improvement has also achieved a series of results. With the comprehensive effect of positive and negative results, the seawater quality of Hulushan bay has changed with the regional marine function, and this paper lay emphasis on the scope and extend of it.This paper describes the developments about the Changxing Island Economic and Technological Development Zone from scratch, the adjustments of the Marine Functional Zone and processes of the industrialization and the influence on the change of coastline and water exchange capacity by urban development,Combined with the analysis of 10 years' water quality monitoring data, the author discusses the influence on water quality especially for the eutrophication status leading by the changes of bay function. The research shows: 1?Breeding period stage(before 2005), the main types of sea area use is farming, the costal line retain the basic natural form, the stage of sea water eutrophication is poor nutritional status.2?Port development phase(2006-2007), in order to ensure the construction and operation of7-10 tons large deep water port, the huge scale of land reclamation and harbor, waterway dredging project had been taken. All those changer caused the changes on coastline of this area, and resulted in the phenomenon of eutrophication, some of the pollution factors appear to out of the standard. 3?The reclamation phase(2008-2014), the sea area use type changed from sea farming to industrial and urban sea use, in order to meet the demand of port industry,shipbuilding enterprises, large-scale reclamation resulted in the greatly reduced of shoreline space, the coastline bend into straight and the cycle of water exchange significantly longerthan before. All those brought the phenomenon of water eutrophication, some of the pollution factors appear to out of the standard. 4 ?Operational phase of industrial enterprises(after2015), some of the coastline in the bay has changed, sea related enterprises have taken into operation. Because the reclamation were in the process of digestion, the demands of the new projects weakened day by day, bay sewage treatment plant, drainage, industrial waste treatment center and other environmental protection public infrastructures had been completed, according to the monitoring results, the water quality reached basic standards during this time, the marine environmental quality has recovered.In summary: the excessive usages and development of industrial in the bay, the occupation of the space resources is large and changes to the coastline, tidal-flat areas are significant but difficult to recover, which will have a certain influence to the water exchange capability, but the influences is not completely uncontrollable especially for the seawater quality. The construction period of port, lane and land reclamation have negative effect on seawater quality but it is short and recovered. The comprehensive managements during the operation period plays an important role on the environment especially for the water quality.In addition, the weaken of the exchange capacity of the seawater, will inevitably lead to a decline in water purification capacity, which requires the higher level ability of dealing with environmental risk and emergency accidents, to prevent occurrence from polluting marine bay environmental accidents.
