Research On Ecological Compensation Of Chenhu Wetland Nature Reserve From The Perspective Of Farmers

Chenhu wetland is one of the largest typical freshwater wetland of lakes and swamps in Jianghan plain. It was identified as "International important wetland" in 2013.The essence of the establishment of the wetland nature reserve is a kind of measures of planning and control which protects wetland resources, but also brings losses to farmers.Wetland ecological compensation is a kind of institutional arrangement carrying out the internalization of external wetland resource protection or damage behavior to maintain the service function of wetland ecosystem through economic means.Based on farmers’ double identity, using cost-benefit method, opportunity cost method and contingent valuation method, the paper calculates farmers’ losses and gains to determine the compensation standard, analyzes the farmers’ cognitive situation and ecological compensation satisfaction of Chenhu wetland natural reserve, and then explores perfect existing ecological compensation system. Conclusion: net loss of dry land is 5972.4yuan/ha, net loss of paddy field is 5738.7 yuan/ha, net loss of pond is9250.6yuan/ha. Including:(1) The direct economic losses. From the point of land use types, the dry land loss is 3221.8 yuan/ha, paddy field loss is 2988.1 yuan/ha, pool loss is 6500.0 yuan/ha. From the point of space location, dry land loss of west village is2923.9 yuan/ha, loss of east village is 3654.8 yuan/ha.(2) Regional loss of land development right is 5394.1 yuan/ha.(3) Farmers’ non-agricultural economic benefits is2602.0 yuan/ha.(4) Farmers’ willingness to pay for ecosystem services is 41.5 yuan/ha.The results show that ecological compensation of Chenhu wetland natural reserve is not fully covered loss group, compensation standard is not enough to make up the loss, the compensation way is too single, and ecological protection and ecological compensation policy propaganda is not full in place.
