The total emission control policy for air pollution has been implemented for several decades.However,the local emission reduction targets and the allocation of pollutant emissions were set uniformly without considering the differences in the characteristics of ecological environment in different regions,the level of economic development,energy structure and industrial structure.As a result,the total amount of urban air pollution was controlled,but the urban air quality was not improved obviously.Meanwhile,the regional air quality is easy to affect by the air flow and the distribution of pollution sources.Therefore,systematic study on the influents of different air pollutant sources and the effects of industry distribution on urban air quality is required in order to obtain the characteristics of regional atmospheric profile in the planning process.This study was conducted based on the regional atmospheric environment classification and management technology.The regional meteorological profile was simulated by the meteorological model.The simulated emission sources of different pollutants were set up and calculated in the simulation model.The sensitive regions were classified by summing up the contributions of the relative concentration for different air pollution sources.The vulnerable areas were identified by the distribution of air pollutions.After combined the above two,a strict management plan for air pollution incremental control areas zoning was set up.The distribution of characteristic air pollution was calculated using the representative air pollution monitoring data as the evaluation index.The pollution reduction regions were set in the area with high air pollution concentration to reduce the pollution accumulated in that area and control the increase of air pollutions in the planning level.After combined that with the current zoning of Class I air quality functional areas,the atmospheric environment management and control pattern plan for Guangzhou was established.This paper provided a proposal for the regional air pollution management from three aspects.In the aspect of spatial classification management,the evaluation of the atmospheric environment in different areas of Guangzhou was conducted.Atmospheric control areas of in Guangzhou were classified as three types,Class I air quality functional region(besides area inside ecological protection red line),air pollution reduction region and air pollution increment control region with different associated air pollution management plan for different types of regions.In the aspect of air pollution control,suggestions were provided using the rule of “storage reduction plus increment control” based on current situation of air pollutions and their associated sources,such as air pollutions sources from energy section,industrial section,vehicle flow,and agricultural non-point air pollutions source.In the aspect of regional air pollutions prevention and control,suggestions for regional co-development were also presented in four areas: industrial dredge,external vehicles,emission trading and emergency alert in this study.
