The Research Of Comprehensive Legislation Mode Of Watershed Management In China

With the rapid development of economy in our country,the various environmental issues are also increasingly prominent,especially the problem of water environment to the survival of humans.Facing the problems such as pollution,shortage of water resources,ecological degradation.The watershed management has regarded as the best form of water resources management.The water resources Legislation has been active,but in river basin as a unit of water resources management legislation is relatively weak.The current legislation of our watershed management are mostly scattered in various water comprehensive legislation,this decentralized legislation model has not well adapted to the healthy sustainable development of river basin water resources in our country.Therefore,by analyzing the theoretical basis and realistic necessity of the comprehensive legislative model of watershed management in our country,this paper analyzes the current laws and regulations of watershed management in our country,to find the defects of our basin legislation pattern and its problems,and draws lessons from the advanced experience of foreign watershed legislation,according to China's national conditions and the natural characteristics of the river,the mode of our watershed management legislation should move towards a comprehensive legislative model.In particular,the comprehensive legislative model of watershed management should start from the aspects of updating the legislative idea,perfecting the basic content,constructing the legal system and perfecting the legal system.
