Research On Evaluation Of Coordinated Development Between Regional Environment And Economy

Nowadays, Coordination between economy and environment is the main contents of sustainable development. It is particularly important to establish the harmonious relations between entironment and economic development, especially for developing countries. Coordinated development has been recognized as the best choice to deal with the relationship between economic development and environment protection, and it is the only way to achieve strategic objectives of sustainable development of human society. The paper conclude the following conclusions, based on study of coordinated development between regional entironment and economic development from 2000 to 2008 in Zhenjiang:(1) A model of coordinated development evaluation and indexes system have been set up.First,This paper studied evaluation index systems in-depth, as the national ecological city, the model city on environmental protection, building a moderately prosperous society, low-carbon city and so on, and then, coordination of environmental and socio-economic development evaluation index system has been set up considering the regional construction of ecological civilization and responsing to a low carbon city and ecological requirements of urban construction. Index system and models have been built based on PSR Model. The paper choosed socio-economic system and ecological environment system as evaluation objects, including 15 environmental categories of indicators, socio-economic class of 16. Qualitative analysis and empirical research have been achieved through combination between the evaluation index system and model in Zhenjiang City.(2) Study of the Environmental Kuznets Curve of Zhenjiang from 2000 to 2008. Inverted-U linked with N-shaped curve has been taken on Per capita income levels and emissions of industrial wastewater; Inverted-N curve has been showed between per capita income levels and industrial emissions;only the per capita income and industrial solid waste showed inverted U-curve consistently with the environmental Kuznets curve(EKC) in Zhenjiang. Because economic development was still in the period of rapid industrialization, the pollution emission has not yet reached a turning point. As a result, the Environmental Kuznets inverted U-curve was not necessarily exist, the inverted U-curve was just one of curves between economic development and environmental quality.(3)Case studies of composite indexes on the ecological environment subsystem and socio-economic subsystem during the period 2000 to2008 in Zhenjiang City. Composite indexes basically took on the upward trend, from 2000 to 2008; Socio-economic composite index rose faster than environmental quality index, and the gap was very small in 2000, but later,the gap became larger between the two.(4) Application of coordinated development degree.This paper got on empirical study through the application of coordinated development degree and taking into account the coordinated index not reflecting the overall function between economic development and ecological environment. At present, the municipal perspective research from coordinated development degree was little. Evolution trend of coordinated index and Coordinated development index between entironment and economic development from 2000 to 2008 in Zhenjiang. Two indexes basically took on the upward trend year by year, and Coordinated development index was in the range from 0.889 to 0.976, no large fluctuations. Extents of Coordinated development between environment and economic development were all types of environmenta lagged among coordinated development zone from 2001 to 2008 in addition to 2000 and the value of coordinated development degree were located from 0.60 to 0.80. Coordinated development level were primary from 2001 to 2005,then 2006 and 2007 belong to the types of intermediate level, while the 2008 was a well-coordinated development.(5) Forecast and Analysis of coordinated development index based on Grey System Theory in Zhenjiang. This paper predicted composite indexes including ecological environment index and the socio-economic index by usingGM(1,1) model of the Grey System.in 2015 and 2020 in Zhenjiang City. The predictions result of coordinated development index were respectively 0.893 and 0.961.0.957 in 2015 and 2020 based on the above. Station of coordinated development between entironment and economic development was well-coordinated in 2015 of Zhenjiang. And in 2020, Station of coordinated development would achieve coordinated development of high quality synchronizing between entironment and economic development.(6) The research for strategy of the coordinated development between ecological environment and socio-economy in Zhenjiang. On the basis of the analysis of the existing problems in environment, socio-economic status and development process, from aspects of speeding up the adjustment of industrial structure, optimizing the urban land use structure, developing the circular economy vigorously, promoting clean production, constructing recycling cities, speeding up urban environmental infrastructure building, strengthening supervision, carrying out comprehensive improvement of ecological environment, rehabilitation and reconstruction vigorously, strengthening publicity and education to raise public awareness of environmental protection and ecological civilization and others, this research proposed countermeasures to promoting the coordinated development between ecological environment and socio-economy in Zhenjiang City.This innovation of this paper was as follows:creating the evaluation index system of the coordinated development between ecological environment and socio-economy in Zhenjiang City, and using the coordinated development degree to evaluating the extent of coordinated development between ecological environment and socio-economy of Zhenjiang. While, discussing the relationship between the coordination degree and the EKC curve on the basis of the study.
