Research On Local Government's Responsibility In Urban Air Pollution Control In Our Country

Environmental problem is one of the major problems related to the survival and development of human beings.Especially,in recent years,with the "haze" raging,prevention and treatment of air pollution,as a key project for the government to protect people's livelihood and create a happy China,has attracted more and more social attention.However,seen from the realistic implementation conditions of the local government's responsibility of air pollution governance,there are many problems in the aspect of policies and regulations,enforcement,social supervision or economic stimulation and government's responsibility consciousness,etc.Therefore,the local government's air pollution control is facing serious challenges.Based on the construction of a responsible government and supported by the theory of public goods,social contract theory and representative government theory,this paper discusses the specific duties of government in air pollution control from the aspects of politics,administration,economy,law and morality.It takes the example of the air pollution of Xi'an and the actual situation government's control and indicates the deficiencies of Xi'an Municipal Government in the responsibility implementation of urban air pollution governance,such as lack of lasting local policy ineffectiveness,insufficient ability to implement emergency response,lack of effective incentives,improper publicity and supervision,local leaders' lack of sense of responsibility,through analyzing the status quo and causes of pollution,government duties and performance in air pollution control,the residents' satisfaction and expectation of the government's responsibility performance of air environment control.Finally,the author learn the advanced managerial experience from both domestic and foreign countries and puts forward some suggestions to strengthen and improve the performance of local government in urban air pollution control from the aspects of legal guidance,guarantee execution,strict supervision,economic regulation,strengthening responsibility and multi-party cooperation,so as to further improve the performance of local government responsibilities,and provide theoretical reference and practical reference for creating a responsible government.
