The Research On Policy Implementation Of Municipal Classification Household Garbage In Xi'an

Now China is in a period of rapid economic development and many Chinese cities are faced with the problem of household garbage,which has a bad effect on economic development and the environment.The successful experience of developed countries tells us that source classification of urban household garbage is an effective way to solve the problem of household garbage.Classification of urban household garbage has an important significance to the improvement of the environment and the development of cities.Xi'an is the central city in northwest China.Just among in the first-tier cities,Xi'an is committed to developing economy in recent years.As people living standard rising,the amount of garbage is increasing every day.The problem of garbage has seriously affected on the environment of Xi'an.Due to the negative impact of landfills,which is the traditional garbage disposal,a new way of dealing with garbage is called for.In recent years,the municipal government of Xi'an has been committed to building a waste incineration plant,which requires a comprehensive implementation of garbage classification.In the early years,Xi 'an began to pay attention to the garbage classification and introduced some policies of garbage classification,but the policy of garbage classification has not been carried out effectively because of the policy environment,the policy subject,policy object and the restrictive of policy itself.This paper studies the current situation of municipal household garbage classification by making field investigation and reading lots of literatures.This paper analyzes the status and problems of municipal household garbage classification in Xi'an by combining the public policy analysis framework,researching the current situation and problems of implementation of municipal household garbage classification in Xi'an by knowledge of public policy implementation.In the analysis of improving Xi'an municipal household garbage classification,this paper comparative analysis the foreign experience of garbage classification policy.At the last part of this paper give some suggestions to promote effective implementation of polices.In legal policy the slip law and basic law of resource utilization can be made as the monitor to coordinate with central policy and special law should be made as soon as possible.In the aspect of improving thoughts of waste classification on urban resident.Government should increase publicity efforts and improve propaganda by unite school and home.In the aspect of finance,government should increase fiscal expenditure to perfect infrastructure and improve the technology of waste classification and treatment.What's more,it is important to establish and improve the supervision mechanism.In order to realize municipal garbage classification and garbage recycling in Xi'an,government should take measures to change the current situation as soon as possible.
