Study On The Implementation Of The Policy On The Classification Of Community Household Garbage In Shanghai

With the continuous expansion of the city scale and the rapid growth of the population,the production of household garbage increases at an alarming rate,bringing serious harm to the ecological environment,and garbage disposal has become one of the problems of urban governance.As an international metropolis,Shanghai produces more than 9 million tons of domestic garbage annually and collects 26,000 tons of domestic garbage every day according to statistics in 2018.The old port garbage treatment plant,which covers an area larger than Macao,is working overtime every day.Therefore,it is urgent to solve the "garbage siege".During a visit to Shanghai in November 2018,General Secretary Xi Jinping stressed: "garbage classification is the new fashion! Comprehensive waste treatment requires the participation of the whole population,and Shanghai needs to do this work well." It is imperative for Shanghai to become an outstanding global city,to build an ecological city that is desirable,and to carry out garbage classification.Garbage classification is a comprehensive and systematic project,which cannot be accomplished overnight,but requires a long time to work hard.At present,there are many difficulties in implementing the garbage classification policy in Shanghai.As a basic unit that connects government,market,community and residents,community plays an important role in the implementation of garbage classification policy in Shanghai.Therefore,it is of certain research value to take the community as the starting point to deeply study the implementation dilemma of community garbage classification policy.This thesis polycentric governance theory as the theoretical basis of the article,with the interview method,case study method and literature research for the analysis method of combination of xuhui district garbage classification problem(JA)and demonstration community(TL)of field survey,exploring the current Shanghai community living garbage classification policy implementation difficulties and reason,trying to find community garbage classification policy implementation difficulties and countermeasures for Shanghai to provide reference for realizing a complete coverage of garbage classification.The paper consists of five chapters.The first chapter is the introduction,which mainly introduces the research background and significance,research status at home and abroad,core concepts and concept basis,research methods and research content.The second chapter is based on the empirical investigation of the implementation of the household garbage classification policy in two communities of xuhui,and introduces the implementation of the household garbage classification policy in JA community and TL community in detail from the perspectives of the four executive subjects of grassroots administrative organizations,enterprises,social organizations,community residents and volunteers.The third chapter compares JA community and TL community to find out the dilemma of the implementation of the household garbage classification policy in Shanghai from the perspective of multiple subjects,namely,the lack of leadership of grassroots administrative organizations,the lack of enterprise participation,the failure of social organizations to play a role,and the low active participation rate of residents.The fourth chapter,combining JA community and TL community,focuses on the analysis of the reasons for the dilemma of the implementation of the community garbage classification policy in Shanghai.The fifth chapter studies the management mode of garbage classification in Japan,and draws successful experiences for Shanghai to learn from,which are sound legal policy system,fine classification method,reasonable charging system,comprehensive publicity and education of garbage classification,and strong support from community organizations.Finally based on the Shanghai community life predicament and its cause of garbage classification policy implementation,in reference to the successful experience of Japan and Shanghai demonstration community garbage classification,based on the garbage classification policy optimization measures are put forward,namely,strengthening the leading role of administrative organization,bring into play the function of market regulation and enhance the synergy of social organization and highlight the main role of residents.
