Study On Emergency Response Cost Of Safety Production Accident

The occurrence of safety accidents is usually a considerable degree of economic losses,which caused great impact and many effects to the country,business and society.Once the accident occurs,the rapid implementation of emergency rescue is the primary task of government and business work,but unreasonable emergency response will result in waste of resources and unnecessary negative costs.It is necessary for enterprises and governments to conduct statistical analysis of the emergency response costs in the rescue process,but the cost of emergency response in the actual operation is not carefully divided,what we have done is the overall calculation.Therefore,it is necessary to give a cost classification and measurement model which is suitable for Chinese national conditions,targeted and operational safety response accidents.This can play a considerable degree of decision-making reference and warning role to enterprises,society and countries,reduce and prevent the emergence of more losses,but also for enterprises to provide the basis for emergency preparedness to improve the level of emergency protection,while the needs of government departments to provide data base,to provide a basis for contingency funding model.This paper mainly completes the following research contens:First of all,by analyzing the law of emergency response activities of safety production accidents,we use the method of process mapping and Literature precipitation to identify the response cost involved in the activities of induction,on the one hand,based on the perspective of asset defect repair,the cost is divided into four categories.40 small class;On the other hand,based on the cost attribute perspective,the iceberg graph of the emergency response cost is constructed,and the two-dimensional classification table of the emergency response cost is given in the two viewpoints.According to the emergency human resource cost,the emergency resource Cost,emergency financial resource costs and opportunity loss costs and direct economic costs,indirect economic costs are divided.Secondly,this paper establishes four kinds of emergency response cost measurement models,and elaborates the connotation and calculation method of 40sub-items cost in detail,which can be used as reference for enterprises and government statistics emergency response cost.Finally,the real case is selected and the case analysis shows that the example shows that the cost of emergency human resources and the cost of opportunity loss account for 77.6% of the total cost,and the cost management of accident emergency response is described and qualitatively analyzed for the measurement results.
