Research About The Policy Execution In The Prevention Of Air Pollution With Local Government

It has been 40 years since the Reform and Opening,during this China Has achieved great success in In the economic field,but at the same time the problems of environmental pollution has been getting more serious and attract the attention of the government and public.The 18 th National Congress put forward the view of Ecological Civilization Construction and the government of China stressed the important of the protection Environment to our world again in the Sixth Plenum of the 18 th CPC Central Committee.In this meeting the government of China claimed the local government to build a beautiful homestead which with Clean air.To this end,the State Council requires implementation of the most stringent air management system.Starting with the execution force of the government in air pollution control,the paper analyzes the execution of air po1 lution contro1 policies and application practice from the perspective of public governance,summarizes the gains and losses of those policies,and seeks effective and powerful approaches to preventing air pollution.The article mainly analyzes the policy execution of the local government in the process of air pollution prevention from three aspects: the administrative subject,the resource element and the governance environment.The first is the analysis of the administrative subject,the main reason which discourage the implementation of the air pollution control policy in our country is the lack of understanding of the importance of environmental protection and the lack of ecological values,and the lack of relevant cognition of the implementation of the local government,in addition,the administrative body in the field of air pollution prevention and control work in the field of lack of regional cooperation,open cooperation concept.Secondly,it is the analysis of the angle of resource elements.The important reason for the implementation of the relevant air pollution prevention and control policies is that the existing government performance appraisal system is unreasonable,the lack of scientific execution system and the accountability mechanism Imperfect.Finally,from the perspective of the governance environment,the implementation of the government’s air pollution prevention and control policy is a prerequisite for the smooth implementation of the policy environment,the most directly reflected in the intergovernmental relations and official relations between the two aspects.This paper tries to analyze the existing problems in the process of air pollution control and policy of our local government,and summarize the corresponding reasonable measures on the basis of this,excepting to improve the government’s policy on environmental pollution prevention and control Contribution.
