Can Regional Air Pollution Joint Prervention And Control Policy Promote Green Cooperative Development?

The rapid development of China's economy has not only improved the national strength and the living standards of the residents,but also led to the serious destruction and pollution of the ecological environment,which to some extent reduced the social happiness and China's international reputation.More and more attention has been paid to protecting the ecological environment and adhering to the green and sustainable development by the country and the world.However,the current "independent" territorial management mode of our country and the spillover and spatial characteristics of air pollution determine that the regional linkage governance mechanism is the only way to improve air quality.Domestic scholars mostly discuss the feasibility of joint prevention and control mechanism of air pollution from the theoretical level,but few empirical analysis.So based on the new system of environmental vertical management reform and the assessment constraints of local green GDP promotion,this paper takes the panel data of 93 key environmental protection cities in China from 2003 to 2016 as samples,and defines 29 cities within Beijing-Tianjin-Hebei,Pearl River Delta and Yangtze River Delta as experimental groups,the other 64 cities as the control group for comparison,to conduct quasi-natural experiments to study the green development effect and regional heterogeneity of regional linkage control and prevention policy.First of all,we make a theoretical analysis on the policy of regional joint prevention and control of air pollution and put forward 2 research hypothesis.On the one hand,under the territorial governance model,there are government competition and game oriented by the interests of all regions.When the development of all regions is not balanced,it is easy to induce "free riding" behavior,and air pollution has spillover effect due to industrial transfer,so the "self governance" of all regions cannot achieve a good air quality optimization effect.Only by breaking through the administrative boundary can we change the environment within the whole area.Therefore,the benchmark hypothesis is put forward:the implementation of the joint prevention and control policy in the air pollution area reduces the emission of industrial sulfur dioxide and industrial smoke dust on the whole,breaks the administrative boundary under the territorial governance mode,and is conducive to the governance of air pollution.On the other hand,an important contribution of the theory of collective action is reflected in the impact of collective scale on collective action and interests.Excessive group meetings lead to unnecessary management costs and coordination costs,while too small groups do not achieve good governance effects.In addition,different levels of market integration in different regions lead to different progress of collaborative development.Therefore,the extended hypothesis is put forward:the impact of joint prevention and control policies of air pollution on industrial pollutant emissions is heterogeneous due to different factors such as economic development,openness and government investment within the three regions.It is expected that the effect of air governance in the Pearl River Delta and the Yangtze River Delta will be significant,the former will be better due to more scientific and reasonable regional scale division,while the effect of pollution control in Beijing.Tianjin and Hebei is not significant.Secondly,the empirical results of PSM-DID of this study are shown as follows:generally,with regional linkage control and prevention policy,the emissions of industrial sulfur dioxide and industrial smoke and dust were significantly reduced by 35%and 31%respectively;in sub-regional perspective,the regional linkage control and prevention policy in the Pearl River Delta and the Yangtze River Delta has greatly promoted green development,and reduces industrial sulfur dioxide by 15%and 29%respectively,industrial smoke and dust38%and 26%respectively,whereas it promotes the pollutant emission in Beijing-Tianjin-Hebei,there are some possible reasons:Beijing,as the central city with radiation effect,does not play a full leading role in development;the regional economic development differences lead to unbalanced integration development,and the group size is not scientific and reasonable.The relationship between the Pearl River Delta and the Yangtze River Delta industrial pollution and economic growth basically conforms to the"Environmental Kuznets" hypothesis,but the EKC effect in Beijing-Tianjin-Hebei is not significant;the increased population density of Beijing-Tianj in-Hebei and the Pearl River Delta increases pressure on pollution control.yet population agglomeration effect of the Yangtze River Delta promotes green development;the synergy between high-quality industrial development and green emission reduction has been basically achieved in Beijing-Tianjin-Hebei,the green development effect of industrial proportion increase in the Yangtze River Delta is not obvious,the positive correlation of the Pearl River Delta between industrial structure and pollution emissions is not significant either.Finally,according to the above empirical conclusions,under the policy of joint prevention and control of air pollution,implement area should be planned based on the characteristics of urban economic development level,infrastructure construction,built-up area,financial autonomy,green coverage and so on,and it also should be relatively stable and fine-tuning.Deal with the coordination of economic development and green development,and actively avoid the scale effect but promote agglomeration effect because of the increase of population density.We should also pay attention to the promotion and application of industrial green technology and green blockchain to provide technical,regulatory and institutional guarantee for the effective implementation of the joint prevention and control policy of air pollution.In addition,this paper proposes several proposals such as the establishment of normalized coordinating body and promotion of top level design,scientifically formulate standards of environmental protection and rewards and punishments among regions,optimize the scope of joint defense and control area,improve the statistical ability of air quality data and built information sharing platform,which all have important reference significance for the effective implementation of regional linkage control and prevention policy and the promotion of regional green synergistic development.The innovation points of this paper are as follows:firstly,under the new perspective of environmental protection vertical management reform and green GDP assessment constraints of local governments,it systematically constructs the internal behavior motivation theory of local governments in the perspective of joint prevention and control policy of air pollution,which has strong theoretical innovation;secondly,based on the practice of joint prevention and control policy of air pollution in key regions of China,we comprehensively collect micro data about 93 environmental protection key cities,and provide a solid data support for the implementation effect of the current joint prevention and control policy of air pollution;thirdly,we use the frontier dual difference model,repeatedly select reasonable research samples,and conduct in-depth mining of the temporal and spatial characteristics of joint prevention and control of air pollution respectively from the overall and regional dimensions in China,making up for the lack of empirical analysis in the existing literature and providing a solid empirical basis for further improving the policy of joint prevention and control of air pollution.
