Research On The Policy Performance Of Local Government Air Pollution Control

With the deeply development of industrialization and urbanization,the demand for energy is increasing,the energy consumption of urban residents is also growing rapidly,and the types of air pollution have also evolved from soot-type pollution to Multi-subject comprehensive pollution,which includes soot-type,petroleum-type,industrial waste gas,and motor vehicle exhaust,changing a single urban air pollution into a special policy crossregion complex air pollution containing ozone,dust and ash.As a “2+26” city in BeijingTianjin-Hebei and its surrounding areas,Henan Province is a key area for air pollution prevention and control in China.In the process of cracking down on smog,taking into account local prevention and control and comprehensive rectification,the work plan for energy conservation and emission reduction is released.The Provincial Blue Sky Project Action Plan and the series of battles in the areas of straw burning,industrial pollution,and motor vehicle pollution have formed a multi-type,multi-faceted policy system including departmental regulations,normative documents,and standards.However,from the current situation,although the air quality has improved overall,the pollution situation has been contained to a certain extent,but the regional and seasonal characteristics of pollution are increasingly obvious.The Haze weather in key polluted city of Henan Province are frequent in autumn and winter.The overall quality compliance rate is low.At present,the assessment of air pollution prevention and control in Henan Province is a macroscopic,comprehensive and fruitful assessment.Most of its focus is on air pollution control performance,and there are few performance evaluations on air pollution control policies in Henan Province.In recent years,Henan has comprehensively improved energy consumption,pollution discharge and environmental remediation through the implementation of a series of air pollution prevention and control policies,and its policy performance has been increasing year by year.This reflects the government’s formulation of public policy concerns about the collective value orientation,the relationship between economic performance,public policy objectives,impact and benefits in public policy performance evaluation.Therefore,this paper explores the establishment of an evaluation method for the performance evaluation system of air pollution prevention and control policies in Henan Province based on public policy analysis.Based on the summary of domestic and international public policy performance evaluation and air pollution control policy evaluation,according to the policy texts issued by the Central Government and Henan Province,Based on the characteristics of air pollution in Henan,the nature,objectives and functions of atmospheric pollution control policies,based on public policy theory and economic performance theory,three criteria layers including “policy objectives”,“policy impacts” and “policy benefits” were constructed.A policy evaluation indicator system that evaluates the indicator level and eight indicator factors,and evaluates the performance of air pollution prevention and control policies in Henan Province from 2012 to 2016.On this basis,the objectives and policies of air pollution prevention policies and policies are Policy benefits are assessed as a basis fordetermining whether a policy can be extended or adjusted.Through calculations,the performance of air pollution control policies in Henan Province has increased year by year.In 2016,it was 8.06.Compared with the policy performance in 2012,it has nearly tripled.The performance of job policies is good,indicating that the air pollution control policies in Henan Province are in line with local pollution practices.The role is fully utilized.Through the calculation of indicators,the actual scores of the air pollution control policies of Henan Province in 2016 are “7.5.50,5.55,and 11.11” in terms of “policy objectives”,“policy impacts” and “policy benefits”,indicating that Henan Province’s air pollution prevention and control policies In the implementation process,the implementation of policy objectives is better,the pollutant emission is better controlled,and energy is saved.The policy impact is mainly reflected in the energy resources output and the environmental air quality of the key polluted cities.The effect is good,due to the energy consumption structure of Henan Province.As well as the total amount of atmospheric pollutants discharged,the relative increase in policy impact performance is relatively small;the performance of policy returns due to the implementation of air pollution control policies is significant,indicating that Henan’s air pollution prevention and control policies are effective.
