Wuhai City,located in the west of Inner Mongolia Autonomous Region,is an industrial city based on coal industry.Along the Yellow River,a large number of industrial enterprises have been set up.The agglomeration of industry not only brings the development of the city,the growth of economy,the gather of residents,the improvement of social level and the changes of land use,but also gradually forms the pattern of the city surrounded by industrial complexes.The development of coal industry has causing the continuous deterioration of the natural environment.With rapid economic development,the scale of enterprises is promptly increasing,as well as the refining of engineering processes and the diversification of production technologies.Hence,the pollution situations are even more complicated to put forward new challenges to environmental protection.The existing management means are simple with backward modes,and online monitoring data are not comprehensive used but only for determining whether emission concentration exceeds standard.Carrying out on-site inspection in enterprises can learn more about the operation data of enterprise's production process.However,the existing schemes can't make enterprise's online monitoring data and operation data of production process to be effectively applied in environmental management.Many problems occurred during practical work can't be identified through visual inspection which require thorough comparative analysis on existing data.Therefore,there are urgent needs to improve the existing environmental management schemes.Based on Emission Cap and Control,through continuous practical exercises,enterprise's on-line monitoring data and operation data of production process can be effectively integrated by technical means to analyze and judge the operation of environmental protection facilities.Based on the integration of enterprise's operation data of production process and on-line monitoring data,it would be possible to determine the authenticity and rationality of data,through logical analysis,audit on emission factors and the mass balance,and to analyze the operation of environmental protection facilities from the perspective of data analysis,which will be applied to actual environmental management.This paper sums up the experience of total emission reduction worked in Wuhai City and combines the online monitoring data with operation data of production process to put forward the comprehensive environmental management methods to solve practical problems.Through the comprehensive analysis on total emission reduction data,the tacks of environment management are simplified to elevate the efficiency for enterprises supervision.Next it can also form software analysis method and realize the real-time query server function from environmental protection to the mobile phone through the mobile phone APP to reduce the manual operation and improve efficiency.It can provide remote assistance for staff and improve the work level of the site office.On the other hand,the increasing ability of the comprehensive analysis for the environmental management will force enterprise to improve its management level to a certain extent.Technology has led our life into a period of big data.The application of big data and cloud computing will be the guidance for future science and technology.Data sharing means that pollution data from the same type enterprise could be diversified and differentiated.It would be easier to find out problems by simple comparison and check.The use of big data and cloud computing in environmental management will generate great supporting strength to improve the environmental quality.
