With the advancement of the new type of urbanization,the enthusiasm of the public-private partnership(PPP)model is popularized in China.However,the special organizational structure of the PPP financing model,the numerous and complex particularity of the project itself and the dynamic determines that the risks inevitably exist in the project life cycle.Therefore,the risk assessment and risk sharing of PPP projects are critical to the achievement of objectives and performance in the infrastructure PPP project.How to identify and assess risks,and share them among government departments,the private sector,and the private sector in the whole project life cycle are the problems that the current government and financial institutions face with.Based on the questionnaire survey,this paper designs the PPP project risk evaluation index system based on the characteristics of the urban water environment infrastructure,constructs the risk evaluation model of the infrastructure by using the fuzzy analytic hierarchy process,and taking the project of the Xi'an open and open beach sewage treatment plant as an example,the seven first level risk factor index and 36 secondary risk factor evaluation system was constructed.Finally,the score of the risk level of the project is obtained by an example.The results showed that the risk level of the project is higher.And it proves that the practice of risk evaluation model is more practical and provides accurate reference for risk decision-making and management of PPP project.
