Study On The Interaction Among The Different Stakeholders In The Prevention And Control Of Livestock Pollution In Rural Areas

With China's opening up policy,the economy and people's living standard have been improved a lot,and the poultry breeding industry is also developing rapidly.The acceleration of urbanization process and changes in the structure of agricultural industry lead to many farms moving to rural areas,rural courtyard culture emerged,the scale of rural farming is expanding.Aquaculture industry has gradually become a pillar industry of the rural economy.It can not only provide us more high-quality livestock and poultry products,but it is also an important source of income for farmers.At the same time,resulting in a large number of livestock pollution which caused by aquaculture industry has not been cleaned up timely and effectively,aquaculture which has brought serious damage to the country's stability and unity.Meanwhile,it brings a series of unstable factors.On the basis of reviewing the literature,this paper briefly reviews the direction and content of livestock and poultry pollution research at home and abroad,and finds that the pollution of poultry breeding has not been effectively controlled,not only because the aquaculture scale is too large or the technology of reducing pollution has yet to be further developed,but also because the main reason for the subjective control level,which is due to the lack of government officials responsible for environmental protection,rational aquaculture activities of poor farmers,the lack of environmental awareness of the villagers,is hard to play the environmental power on the aquaculture.In a word,the stakeholders' behavior and interaction in the prevention and control of livestock pollution is poor.In this paper,the C village with long breeding time was selected as the research object.Site investigation of the village C pollution situation,and through the village ofC village farmers,villagers and the relevant government departments to deal with pollution behavior and psychological investigation and interviews.The author found that between the villagers and farmers,there is a special relationship,that is the farmers and villagers are acquaintances,they will tend to resistance and escape,the relationship between the villagers and the government departments is about trust problem,farmers and government departments who are under the supervision turn out the reciprocal relationship.There are some problems in the interactive relationship among the stakeholders,such as the unclear responsibility of pollution control,difficult to fulfill the duties of pollution control,the unequal status of the interest subject,pollution control concepts are biased.This paper illustrate the result of government image damage,both farmers and villagers interest's damage due to the lack of pollution prevention from the perspective of people's interests.it analyzes the deeper reasons,it is namely up to the political level: the system design is unreasonable,the economic level: personal interests and public interest is not balanced,social level: the main force is not equal;cultural level: the separation of justice and benefit,love and reason.This paper analyzes the behavior of the stakeholders in the pollution control,which shows that the pollution control must change the single government pollution control mode,change the pollution control mode to the multi-agent common governance,and gives full play to the cooperation of the stakeholders to achieve the good governance of the environment.Benign interaction of the common pollution control model to achieve,The realization of benign interactioncommon pollution control mode needs the following aspects: the first need is the multi-subject participation,to clarify the composition of the main body,the second is to clear the interests of the main polluter responsibility.The government departments must develop a set of facilities of breeding system,make sure the work rules for environment protecting in order strengthen environmental law enforcement,do a good job of popularization of environmental protection knowledge,increase investment in rural environmental governance,increase rural public facilities.Farmers should practice green farming ideas and behavior themselves,and actively assume social responsibility.Villagers have the awareness of being a environment protector,and they are good at resisting the pollution.The EPO should develop and grow actively,focus on the rural pollution at the same time.Finally,it is necessary that through the democratic participation mechanism,information sharing mechanism,benefit compensation mechanism and other mechanisms to protect theoperation of common pollution control mode.
