The Jiulong Paper mill plans to occupancy 2527 acres of land in the city of XinMin,1449 of them will be used for the first stage.The first stage is a high-grade linerboard project in the scale of 700 thousand tons(the total scale is 3000 thousand tons).The project plans to place wells along the right bank and intake water from surface water and groundwater.The recession flow aspect,there are two systems in the factory.They are the waste water system and the rainy system.The production waste water and domestic sewage will be transported to the wastewater treatment plant while the rainwater will be transported to the municipal system.When they reach standard,they will be smissioned to Liao River.In order to protect the water resource,we should to study on the water environmental effect.Firstly,evaluate water environment quality.Use the applicability of multi-attribute decision-making based on projection method to evaluate the surface water while using Nemerow index method to evaluate the groundwater.The surface water quality is IV in west season while V in dry season.The groundwater quality is IV.They will meet the requirements after dealed.Secondly,study on the groundwater water environment effect by model building and making prediction.In different seasons,the water levels keep stable.Thirdly,study on the surface water environment effect by calculating ecological water requirement and analysis reliability of drafting water along river.After studying,they meet the requirements.Lastly,study on the recession flow environment effect by model building and making prediction.In west season,they can meet the requirements.In dry season,the emissioned water should be limited.After the research above all,there is no effect on other water use and Liao River won't be polluted more.
