The Research On Government Responsibility Issue Of Dangerous Chemical Safety Management

The safety of dangerous chemical situation is very serious in our country,security issues is a major social problem in the people's livelihood,guarantee for dangerous chemical production safety is the important embodiment of governmental ability and level.For security issues is beneficial to establish responsible government and establish a harmonious social.At present,dangerous chemical accidents occurred frequently in our country,although we have adopted a series of measures,but the effect is not obvious,the problems are still emerge in endlessly.Why the security problem is not solved,and how to curb,this is a hot spot in recent years.For a long time,dangerous chemical's safety is depended on punishing accident enterprise,carry on the fine or revoke the business license.Their key point is for the enterprise,but not supervisory departments,the duties of supervisory departments are not taken well,so the dangerous chemical enterprise dare to openly illegal manufacturing,the author thinks that it is the root cause for frequent accidents.Due to the defects for safety oversight system,makes for safety oversight body drop the ball in the regulatory process,get into malfeasance and corruption.In the dangerous chemical field,the safety responsibility system has not been effective,the constraint of manage "sword of Damocles" has not yet drawn the blade of sword,indulgence regulatory will derive malfeasance corruption,make social crisis.Responsibility is the inevitable requirement of integration of power and responsibility,to improve the government responsibility system,this article is established in the perspective of government oversight,the author thinks improving the citizen participation in dangerous chemical's supervision and administration will react upon workable responsibility,also improve the technology level of supervision ways will lead responsibility investigation move towards to transparency and fair.In this article,We just try to improve the current situation of responsibility investigation for dangerous chemical safety management.
