Prictical Study On The PPP Financing Project Management Of Rural Sewage Treatment Facilities In Youxian Mianyang

PPP is a partnership between the public sector(usually government)and the private sector for the provision of public goods and services.The operating profit of the small town sewage plant is greatly influenced by the financial constraints of the local government.It can reduce the profitability of the social capital by attracting more social resources by cutting the profit part of the sewage project through the flexible PPP model.Capital investment,while the risk of operation and PPP investors to a reasonable share of PPP investors to achieve the rights and obligations of a reasonable distribution.Youxian District 22 townships will be completed by 2018 years before the full domestic sewage treatment facilities,the basic formation of facilities,smooth operation,strict supervision of the township sewage treatment management system.Up to now,has been completed has been put into operation 4,has been completed will be put into operation6,is now studying the township sewage treatment facilities into the PPP model construction.Based on the combination of theoretical analysis and practice research,qualitative analysis,case analysis and SWOT analysis,this paper discusses the PPP model theory of township sewage treatment facilities in detail,introduces the current situation of township sewage treatment facilities construction in Youxian District,Mianyang City,According to the actual situation of Mianyang City,pointed out that the government should improve the supply level of environmental public goods as the ultimate goal.The implementation of PPP project should adopt the model of contracting with rural tourism belt or comprehensive construction project along the Furong River,and give full play to scale effect,To improve the project attractiveness.This paper also analyzes the risk of PPP financing project of township sewage treatment facilities in Xianyang District,Mianyang City,and puts forward the solution to avoid and share the risk.This paper also analyzes the concept and existing problems of PPP model similar to that oftownship sewage treatment facilities,and puts forward some suggestions such as institutionalization of PPP model,diversification of funding sources,scientific design and industrial innovation,And explored the implementation of PPP model of environmental protection pure public welfare project.
