Since the 21st century, with the rapid development of socio-economic, our resources and the environment are facing unprecedented pressure. The risks of environmental security become increasingly prominent, China has entered the high incidence of sudden environmental events. However, there are still lack of the deep analysis on the characteristics of sudden environmental events and the construction of emergency technical support database. Besides,normative platform was needed for systematic query or as reference system. In this paper, we analyzed the situation of China’s sudden environment in recent decades, and a database system was established,which was combined the sudden environmental event characteristics analysis with typical pollutants in the water emergency disposal technology. To carry out the work of this paper, the collection and study of literature, data collection, ARCGIS spatial analysis, database system design, and so on, was all prepared. From 1992 to 2014, according to the type of statistics, the data of the sudden environmental events in 31 provinces and autonomous regions in China were classified. Then we make analysis on the sudden environmental events on time and spatial transfer, the relationship with social development were also discussed.Through the analysis of 450 typical cases, we summarized the characteristics of and emergency disposal methods about nearly 30 kinds of typical pollutants in water.’ On the basis of this, the emergency technical support system of sudden environmental events was constructed. The conclusions and achievements were as follows:(1) From 1992 to 2014, the tendency of the characteristics of China’s sudden environmental events on temporal and spatial, which was gradually decreasing after the first dynamic growth. Moran’s I index showed that the sudden environmental events display a spatial aggregation distribution in 1992-1994, 2001-2006, 2008 - 2014. It has a certain relationship between the occurrence of environmental emergencies and inter-provincial relations. The direction of gravity transfer can be divided into two stages. It transferred to southwest in 1992-2006, while tend to northeast transfer from 2006 to 2014.(2) The relationship between sudden environmental events and economic growth in the country from 1992 to 2014 was seen in the environmental Kuznets curve (EKC). In this paper, the cubic function model was chosen through the comparative analysis function model. The EKC curve in China was in the first half of the "Inverted N-type"(one of the EKC models).(3) Based on the analysis of 450 typical sudden environmental events, a technical support system for the treatment of typical pollutants nearly 30 kinds in water was established. Furthermore, with the combination of geographic information, to achieve spatial data storage and retrieval inquiries. It will provide a convenient and efficient data query platform for environmental emergency.
