With the rapid economic and social development over the past 40 years,China has entered a period of high incidence of water environmental pollution incidents.The ensuing problems of water environmental damage and research on emergency response are becoming more and more important.How to quickly and effectively simulate the concentration of soluble pollutants in the event area and quickly quantify the degree of emergency damage to aquatic environment caused by sudden water pollution events,and timely and accurate implementation of emergency measures is of great significance to properly solve the social problems caused by sudden water environmental incidents and to mitigate the ecological environmental impact brought about by the incident itself.Therefore,under the support of the project of environmental damage assessment of Chinese Rceademy For Environmental Planning in 2016 and 2017,this paper determined the typical soluble pollutants-heavy metals through literature research and data collection,ussed statistical methods and mathematical modeling methods to study and propose a practical method for the quantification of heavy metal pollutants in water ecological environmental damage,and applied examples in the sibium pollution incident in Gansu Province.At the same time,this paper proposed an optimized countermeasures for the emergency response to the pollution incident in Gansu Province,which can provide a useful reference and reference for the mid-to-long term environmental damage assessment and the emergency disposal of similar accidents in Gansu pollution incidents.The main research results of this paper are as follows:(1)Based on the results of the case study of environmental damage assessment and emergency disposal of water pollution incidents in China,the paper screens heavy metal as representative of typical soluble pollutants.This article summarizes the natural environmental characteristics of heavy metal pollutants in rive,studies the water ecological effects(including toxicological effects)of heavy metal pollutants,and constructs quantitative indicators of water ecological damage to heavy metal pollutants.(2)According to the current research status and major problems of the physical quantification of ecological damage to water pollution incidents,the article follows the principle of operability,and proposes a practical method for quantifying water ecological environmental damage applicable to heavy metal pollution.According to the water ecological effect corresponding to the characteristic concentration of major pollutants,the quantitative method of the degree of environmental damage caused by sudden water pollution incidents was described through the classification of damage levels,and a case study was conducted using the Gansu pollution incident as a typical case.The results show that the quantification method has good applicability in practical applications.(3)This article combined Gansu sibium pollution incident case analysis needs,using the event occurrence of the terrain,flow,water level,pollutant concentration monitoring data,emergency response records and other data,using the MIKE11 model as a technical means to establish Gansu plutonium pollution incident emergency treatment measures The countermeasure optimization simulation model simulates and analyzes the hydrodynamic process along the river section in the accident-affected area and the migration and diffusion process of pollutants entering the river.The scenario reproduces the characteristics of the migration and diffusion process of the characteristic pollutants in the accidental river reaches during the accident and its spatio-temporal distribution characteristics.(4)This article combines the typical water quality changes along the typical pollutants in the contaminated river sections during emergencies and routine monitoring of water environmental incidents,and simulates the implementation of emergency measures before and after acceptance of water quality characteristics of pollutants in the water changes.Study the working principle of emergency treatment measures and model generalization,analysis of the implementation of emergency treatment measures,put forward the effect of different emergency measures to implement quantitative expression and appropriate.The scope of the parameter values establishes the response relationship between different emergency response measures and the changes of the water quality of the receiving water,and provides technical support for the emergency water pollution accident emergency response measures assessment and countermeasure optimization.
