Study On Environmental Regulation Intensity Of Manufacturing Industry In Jiangsu

Manufacturing industry is the mainstay of the national economy and it plays a critical role in the economic development process. China's manufacturing industry provides important support for the development of the national economy. However,the rapid development of manufacturing industry is at the expense of high energy consumption and serious destruction of natural resources. While the rapid development of the manufacturing industry, China's environmental problems are also very serious, such as serious environmental pollution, high environmental risk and ecological damage. In order to solve the contradiction between China's economic development and environmental pollution, environmental issues must be concerned.On December 25, 2016, the Environmental Protection Tax Law was passed by the Standing Committee of the National People's Congress. It is China's first uniserial tax law which specifically exhibits "green taxation" and promotes the construction of ecological civilization.Development of industrial economy is important, but to protect the ecological environment is also imminent.Combing with expert investigation, the comprehensive evaluation system of environmental regulation intensity is constructed by using the deviation maximization model based on the idea and calculation method of ERS comprehensive evaluation index system. Taking manufacturing panel data in Jiangsu Province as an example to explore the issue of environmental regulation and researching the environmental regulation condition of the 26 sectors of manufacturing industries in Jiangsu Province,the paper evaluates the manufacturing industry as a whole and then puts forward relevant policy recommendations to provide useful reference for the development of environmental protection.The results based on regulation level shows that the environmental regulation intensity of manufacturing industry in Jiangsu province showed a trend of rising volatility.The environmental regulation intensity gradually increased from 0.0337 in 1991 to 5.0178 in 2015. And compared with 1991, it greatly improved. Individual indicators such as waste water, waste gas, and waste residue increased to some degree while the comprehensive benefits also improved. The intensities of environmental regulation in the manufacturing sectors showed a trend of fluctuation,but the increase rate of each sector was different. Overall, environmental regulation intensity of Jiangsu Province has gradually strengthened, awareness of environmental protection has become stronger and more attention has been paid to the environment. With the background of levying environment protection tax, it will inevitably further increase the intensity of environmental regulation to accelerate the realization of sustainable development. Green production-oriented enterprises will be more adapt to the market demand for high quality and low pollution. Eventually it will improve the comprehensive competitiveness of the whole industry.
