Research On The Problems And Countermeasures Of Safe Production Regulation In Guanyun County Of Lianyungang City

With the rapid development of economy in our country,the problem of safe production is becoming more and more serious.In recent years,due to the continuous government attention to the safe production,it tends to have some improvement,but the overall situation is still not optimistic.Guanyun County of Lianyungang City is the key area of the production of hazardous chemical in Jiangsu Province.It has a large number of chemical enterprises,which bring about an arduous regulation task to the local government with many regulatory issues of safe production.It will be helpful for improving the regulation level of safe production,and will reduce accidents of safe production in Guanyun County,if we can solve the problems of safe production regulation there.This paper introduces the development of the related theories of safe production regulation and the developing history of China's safe production regulation.It analyzes the status quo of safe production regulation of Guanyun County,and puts forward that it is faced with problems like,the weak power of safe production regulation,the lax regulation,the weak of enterprises safe management and the short of accident handling.To solve these problems,this paper discusses the causes of them from the angles of government,law,enterprises,regulation system,safe infrastructure,the emergency relief system,and social supervision mechanism.It also makes some resolutions for the problems,including the government to strengthen the insurance of safe production,to promote the related law-making,to urge enterprises to Increase investment in safe production,to speed up the construction of safety regulation offices,to develop the methods of accidents handling and investigation,to accelerate the development of safe production,and to Improve the social supervision mechanism.This paper collects and studies the date related to safe production regulation at home and abroad by the study of literature;analyzes the problems and their causes in the safe production regulation in Guanyun County by causal analysis;and studies the typical cases of safety accident happened in Guanyun County in recent years by case method.
