Study On Government Supervision And Control Of Safe Production Of Dangerous Chemical Industry In Zhuanghe City

The production and management process of hazardous chemicals is the important link which is prone to accidents,and equipment facilities and piping equipment are the key parts where accidents occur frequently.In the process of daily safety management,some situations might happen due to a slight neglect such as illegal operation and equipment failure,which results in further occurrence of production safety accidents.The safety production situation in hazardous chemicals industry concerns social stability.This thesis takes Zhuanghe City as the research object,at present,despite the various measures taken to supervise the safety of hazardous chemicals enterprises throughout the city resulting the evident effect,many common and outstanding problems still exist in the whole hazardous chemical industry,which fully reflects the severity and difficulty of safety supervision in the hazardous chemicals industry.And it is hoped that the level of safety supervision of hazardous chemicals industry in Zhuanghe City could be improved through the present study.This paper follows the thinking of raising,analyzing and solving problems.Firstly,the background of safe production of dangerous chemicals is introduced,and the significance of government supervision is introduced.The gap is found by comparing domestic and foreign research summaries.By using literature research method,comparative research method,the dangerous chemicals enterprises in Zhuanghe City are deeply studied.Then,it explains the key words in the paper,explains the system safety theory and accident causation theory,and analyses how to apply them in this paper.Secondly,according to the information available,this paper analyses the current situation of dangerous chemicals industry in Zhuanghe City.Safety supervision departments take a series of effective measures,such as hierarchical supervision,grid management,education and training,standardization standards establishment and special actions,to strengthen the safety supervision of dangerous chemicals enterprises,which promotes the steady improvement of the safety production situation of dangerous chemicals industry in Zhuanghe City.At the same time,there are also some effective measures.Some common and prominent problems are as follows:insufficient implementation of the main responsibility of safety production;insufficient safety supervision force at grass-roots safety supervision stations;inadequate service of safety production intermediaries;and imperfect comprehensive coordination mechanism of safety supervision.The main reasons are the weak awareness of enterprise security,lack of information sharing mechanism,inadequate introduction of professionals and inadequate investment in special funds.Thirdly,the advanced supervisory experience at home and abroad is studied and sorted out,and the Enlightenment of perfecting the coordination mechanism of safety supervision,popularizing and applying advanced science and technology and management means,further strengthening the construction of supervision informatization,and doing well the basic work of safety supervision is summarized and analyzed.Finally,by referring 'to the advanced experience and Enlightenment of hazardous chemicals safety supervision at home and abroad,combined with the actual situation of Zhuanghe City,the countermeasures and suggestions to improve the safety supervision of hazardous chemicals in Zhuanghe City were put forward.Firstly,we should consolidate the supervision of safety in production,promote enterprises to implement the main responsibility of safety in production and raise the awareness of safety in production of all employees of enterprises;secondly,we should create a mode of safety in production supervision and improve the efficiency of government supervision;thirdly,we should enhance the supervision and guarantee of safety in production and increase the investment of funds for safety in production to provide strong support for the work of safety supervision of dangerous chemicals;fourthly,we should strengthen the construction of emergency rescu Setting up,realizing effective integration of resources and effective sharing of information,forming a coordinated linkage mechanism of unified command,division of labor,cooperation and close cooperation;Fifth,strengthening the publicity and education of production safety,creating a social public opinion atmosphere of "caring for life and safety",and improving the safety consciousness and quality of the whole people.This study focuses on building a trinity safety supervision mechanism of "enterprise,government and society",with enterprises as the main body,government as the leading role,and the whole society as the common concern,so as to achieve a good situation in which everyone participates in safety production,so as to promote the steady improvement of safety production situation,so as to provide some reference and reference for safety supervision of hazardous chemicals enterprises in other regions.
