People pay more and more attention on urban water body landscape, as the characteristics of ornamental,entertainment, microclimate regulation. There are some water quality deterioration problems emerged for reasons as follows, slower flow water body,wide channel,upstream water shortage and other reasons. Not only affects the appearance of the city, but also brings some inconvenience to the surrounding residents. And there is no an effective solution to solve the problem of water quality deterioration. According to the characteristics of the water body landscape, there is a new water quality kept technology"slow storage and quick drainage system" is used to maintain such kind of water quality. The paper took Xi'an moat as the prototype, through theoretical calculation, simulation and physical model test analysis software of hydraulic elements simulated hydraulic properties in the river before and after "slow storage and quick drainage system", analyzed the influence of river by the system.(1) The experiment of different water depth at dam site was operated. The variation processes of hydraulic elements were observed. After analysis of the data, the variation of flood level was observed. And the calculation formulas of the highest flood level, flood promotion time and the highest flood level promotion time was obtained. And the velocity variation of the water surface was observed when the highest flood level arrived. The research result is of great significance to alleviate the severe situation of water environment and maintain the balance of water ecosystem.(2) The sill setted at the downstream experiment was operated. The water level variation at the sill was observed.(3) The model test in water depth of 0.12m in front of gate under the condition of slow storage and quick drainage system was simulated by MIKE software, obtained the velocity distribution, and the simulation results were analyzed, received the relation curves between section position and the maximum depth, maximum flow rate, average velocity. Through the curve regression analysis,got each section of the maximum water level,maximum water flow,the average velocity,the fitting function, each section in the horizontal velocity change.(4) Based on the research result, hydraulic factors on a certain channel in slow storage andg quick drainage system was simulated.
