Er,Yb:?LuGd?2O3 ceramic powders were prepared via citric acid-gel combustion method with polyethylene glycol as a dispersing agent. The powders were characterized by X-ray diffraction and scanning electron microscopy. The results show that the optimum conditions for ceramic powders: the Gd3+ doped mole fraction of 35%;calcination temperature was 1000?;the value of pH is 7;the Er3+ doped mole fraction of 4%;the Yb3+ doped mole fraction of 3%.The Er,Yb:?LuGd?2O3 ceramic was synthesized by cold isostatic-vacuum sintering method. The ceramic was characterized by scanning electron microscopy and transmittance. The results show that the optimum conditions for ceramic: sintering temperature is 1800?;sintering time is 20h;adding ethyl silicate;double sided polishing. The ceramic powders were characterized by X-ray diffraction. The results show that the spectra obtained is consistent with standard card?PDF12-0728?,suggests that cubic phase has been gotten successfully. The ceramic powders were characterized by Infrared Spectrum and Energy Dispersive Spectrometer. The results show that the powders do not have ippurities.According to the analysis by scanning electron microscopy, the average particle size of the powder prepared is 40-60 nm.The upconversion fluorescence spectrum of the sample was examined. The results show that two intense emission bands are located at 563 and 661 nm,which are corresponding to the 4S3/2/2H11/2?4I15/2 and 4F9/2/?4I15/2 level transition of Er3+,respectively.The doped concentration of Er3+,Yb3+ was changed, the result show that best doping mole fraction of Er3+ and Yb3+was 4% and 3%,respectively.In addition, the light transition mechanism was also discussed. The absorption spectra and transmittence of ceramic sample have been tested. The average transmittance of ceramic in a visable bond is 68.7% and the average transmittance in a mid-infrared bond is 70.9%.
