Post Evaluation Study On Qingtie Line Capacity Expansion Safety Reformation Engineering

The project post evaluation occupies an important position in the project entire life cycle.Domestic industries have paid more and more attention to the project post evaluation;at the same time strengthen research and application of project post evaluation theory.At the end of 2004,in order to improve project management and investment income,China National Petroleum Corporation proposed the project post evaluation.But in China's petrochemical enterprises,many enterprises have developed simplified post evaluation instead of detailed post evaluation.This paper aims at developing detailed post evaluation on the Qingtie Line Capacity Expansion Safety Reformation Engineering,finding the problems and providing lessons for latter gas stations.On the basis of in-depth studies about the project post evaluation theories,at the same time combine with current situation of Qingtie Line Capacity Expansion Safety Reformation Engineering,this paper establishes a post evaluation index system about the engineering.This evaluation index system consists of five first grade indicators: they are preliminary work,construct and implement,production run,investment and financial benefit,impact and sustainability evaluation.Each first grade indicator consists of several secondary indicators.This paper determines the weights of every index by using Analytic Hierarchy Process.On the basis of the post evaluation index,this paper develops detailed post evaluation on the Qing tie Line Capacity Expansion Safety Reformation Engineering,at the same time conducts comprehensive post-evaluation by using success-degree evaluation and fuzzy comprehensive evaluation.After analyzing results of the engineering post evaluation,this paper raises many problems about the construction and the operation of the engineering;at last puts forward some countermeasures.
