As the main energy sources of our country for a long time,the coal tops the list in the word in the view of both production and consumption in China.Coal resource has made an indelible contribution to the high speed development of China's economy and society,however,the excessive exploitation of coal brings vast gangue inevitably.As waste product of coal mining,the majority of gangue is disposed by heaping up to be waste dump.Not only could the waste dump that piled up optionally occupy plenty of land,pollute the environment,destruct landscape,it also could explode and trigger geological disaster,which will bring severe threats to the life and property security of surrounding resident.Therefore,conducting ecological restoration governance and comprehensive utilization according to local conditions of waste dump is of signality and it accords with the sustainable development strategy that social and economic development harmonizes with resources and environment.It shows very important practical meaning for the long term and healthy development of the coal industry and even the sustainable development of the entire national economy of our country,especially at present when the environmental problem is being paid increasingly attention to.Covering soil on the surface of waste dump for the use of agriculture industry can not only reduce the harm that waste dump brings to a large extent,it can also increase agricultural acreage to improve the income of the residents around the mining area.Obviously,covering soil is an effective way to govern waste dump.The NanLiang village waste dump base is the research object of this paper.With a view to ecological restoration governance,this paper stands on the stability and land suitability of the waste dump and conducts a study mainly on the following several aspects: Establish the mathematical-mechanical model of the waste dump slope stability based on some principles related to rock mechanics and study the factors that would influence the slope stability,the mechanical mechanism of slope failure and the stability criterion;analyze the stability of the waste dump and the distribution law of the stress and displacement inside the waste dump by applying the FLAC3 D numerical simulation software;conduct a long term survey aiming at the deformation of the waste dump through field observation method to analyze and summarize the deformation law of the waste dump on the surface;then ultimately,use the fuzzy mathematics comprehensive evaluation method based on the AHP to build the evaluation index system under the condition that multi-discipline crosses reciprocally,multi-factor impact jointly,multi-method analyzes synergistically,so that to provide gist for the ecological restoration and land utilization of the waste dump in the test area and important reference for the similar projects around the whole Shanxi province.The study of this paper is a beneficial attempt to build “Green Mine”.It provides guidance for the ecological restoration governance and comprehensive utilization of Tunlan coal mine waste dump and has momentous practical significance.For the governance research of numerous waste dump formed along with the predatory mining of coal resources in recent years,it has a very good reference value.
