Study On The Treatment Of Rural Domestic Sewage In Ningbo

Strengthening rural domestic sewage treatment,is not only an important part of the construction of improving the rural ecological environment,but also the urgent need to build a well-off society in an all-round way.In order to promote the rural sewage treatment,Ningbo city invested a lot of manpower and resources,but the factors affected by economic development conditions,farmers living habits,government management concept,treatment effect is not ideal,how to strengthen rural sewage treatment,has become an urgent need to address the problems of the new rural construction.In this paper,"put forward the problem analyze problem solve problem" as a clue,based on rural sewage treatment in both research and practice in Ningbo,from the main body of governance,capital,system,way four aspects of governance of Ningbo rural sewage comprehensive summary,draw out the main governance deficiencies,technical supervision power lack of facilities management,lag,unsound policies and regulations,governance financing difficulties are the main problems existing in the city sewage treatment in rural life,based on the multi center governance theory,from three aspects of government,market and society respectively that government function positioning is not clear,the operation of the market mechanism is not perfect,public participation the degree is not high is the internal source of Governance Dilemma,and that only promote rural sewage polycentric governance,strengthen government,Market,social and other subjects mutual cooperation,complementary advantages,in order to promote the effective solution to the problem of rural domestic sewage treatment.To test this idea,the paper selected the successful case of Japan and the United States and other advanced countries and Tonglu City,Haining city and other advanced city,the experience is summarized,which provide a reference for sewage treatment in rural life.Finally,from the transformation of government role positioning,timely introduction of market mechanisms to promote public participation in the three aspects of the specific measures to solve the problem of rural sewage treatment in Ningbo.This paper puts forward the idea of rural domestic sewage treatment in rural areas under the guidance of the government,which is conducive to the optimization of rural domestic sewage treatment mode,and to promote the transformation of government management concept and management style.
