Study On The Role Of Government In The Ecological Management Of Resource-dependent Cities

As the resource-dependent cities of China facing increasingly serious ecological situation,ecological management has become an important part of the work of the resource-dependent cities' governments.The ecological management of resource-dependent cities is not only the necessary requirement of the "five in one layout" in the construction of Chinese socialist modernization.It's also an important reflection of the relization of national governance systems and governance capacity modernization.The role that government play in ecological management determines to a large extent the effectiveness of ecological management in resource-dependent cities.Firstly,this paper discusses two concepts and correlation theories of resource-dependent cities and ecological management.The Theory of Ecological Maxism expounds the formation and governance of the ecological environment from the critique of perspective on capitalism,and it expounds the government's behaviour in ecological management from the perspective of government functions,expounding the points related to ecological management and government function based on the Marxism in China.It discusses the policies and measures adopted by the government,including the institutional changes of government ecological departments.Secondly,this paper expounds the ecological problems of resource-dependent cities in China currently,and analyze the ecological management behaviour of Ruhr and Datong.This paper sets four ecological problems of resource-dependent cities in China.It explains the differert ecological conditions in Ruhr before and after the treatment and the Ruhr government's decision-making,execution and supervision measures.Meanwhile,it explains the recent ecological situation of Datong and the Datong's ecological management decision-making,execution and supervision measures.In addition,it points out the similarities and differences two governments' behaviours in ecological management measures,and points out the reference that Datong's government should learn fronm the government of Ruhr.Finally,on the basis of comparative analysis,the paper puts forward some suggestions on the government measures of ecological management of resource-dependent cities in China,including the scientific planning for cities,coordinated development in the cities of East area of China.It fundamentally realizes the upgrading and transformation of industrial structure.It improves the feassibility of ecological management policies,doing a good ecological control publicity and education.It integrates the social resources of ecological management and strengthen ecological management's responsibility system.
